At present, the main contradiction in our society has been transformed into the contradiction between the people's increasing needs for a better life and the unbalanced and inadequate development, which has brought new opportunities and challenges to the textile and clothing industry. As China's traditional pillar industries and important people's livelihood industries, the textile and clothing industry is driving the transformation and upgrading of its industries with "innovation drive",using smart manufacturing and green manufacturing to form new drivers for development, and promoting the industry to the middle and high end.At present, the scale and economic benefits of China's textile industry continue to grow, and development has entered a stage of deep transformation and upgrading. The 13 th Five-Year Plan for the textile industry, the 13 th Five-Year Plan for the development of Chinese clothing, the Belt and Road Initiative and the Made in China 2025 all have higher requirements for the continuous operation and long-term development of China's textile and clothing listed enterprises. To find out the current situation and characteristics of textile and clothing listed enterprises as soon as possible, and find out the problems existing in the daily operation of textile and clothing listed enterprises, and put forward reasonable constructive opinions, which is conducive to narrowing the regional gap and improving the overall operating efficiency of the textile and clothing industry.Based on the theory of enterprise operation management and the theory of total factor productivity, combined with the characteristics of the development of textile and apparel enterprises, this paper constructs an input-output model to evaluate the operational efficiency of listed textile and apparel enterprises.Selection of the securities and futures commission released on November 16,2012,the industry classification guidance of listed companies, industry code for C17,C18(textiles,textile and garment, apparel industry)of listed companies, and weed out by ST and PT companies, and listed under 5 years of the company,a total of 47 enterprises as the research sample, during the study period of 2013-2017,and collected the relevant data of the enterprise. The three-stage DEA model was used to empirically analyze and compare the operational efficiency of listed textile and apparel enterprises in the absence of external environmental conditions, and the dea-malmquist index was used to analyze the dynamic efficiency of panel data for five consecutive years from 2013 to 2017.Study shows that Environmental factors such as the economic situation and market share of textile and garment enterprises in the region have a significant impact on the operating efficiency of enterprises, which has led to the underestimation of the mean of pure technical efficiency and the overestimation of the mean of integrated efficiency and the mean of scale efficiency.Among them, the redundancy of input is the main reason for the low operating efficiency of textile and garment enterprises. The DEA-Malmquist index decomposition shows that total factor productivity is greatly affected by changes in scale efficiency, indicating that textile and clothing companies still have a long way to go in achieving scale operations. Finally, according to the results of empirical analysis, some suggestions are given to improve the efficiency of textile and clothing listed enterprises..
