| Urban rail transit plays an important role in optimizing the cities' structure,alleviating traffic congestion and reducing environmental pollution,so the rail transit has become an important measure for the rapid development of urbanization in China.Due to the high cost of urban rail transit construction,complex operation and maintenance work,which not only brought financial pressure but also brought management difficulty to the government.Therefore,it is important to introduce the PPP model in the rail transit project.Because the urban rail transit project with PPP has the characteristics of large investment,long construction time and difficult construction and so on,it is very important to assign the critical risk factors to the participants with reasonable,fair and effective.Therefore,the reasonable and equitable allocation the risk of rail transit project has important theoretical and practical significance for the rapid development of rail transit.Through the method of analyzing the literature,the risk factor list is constructed,and the critical risk factors are selected by the method of risk factor decomposition.According to the risk allocation principle of PPP project,and the preference of risk allocation,constructed and resolved the evolutionary game model of the first risk allocation and the Lagrangian function of risk allocation on the rail transit based on the project life cycle.Through the study of The Beijing rail transit line of new airport project,calculated and analyzed the proportion of the public sector,the private sector,the project company and the construction unit to the risk allocation.And gives the corresponding recommendations of risk allocation about the rail transit projects of PPP.This paper aims to construct a fair,reasonable and effective model of risk allocation for PPP projects,and effective allocated the critical risk factors of the urban rail transit project on the bases of the key role of the project participants. |
