In recent years,with the increasing global warming,extreme weather has become more frequent,seriously affecting people's daily life and city economic development.Building climate adaptive cities has become an inevitable trend of the times.However,there are still many risk factors in the planning,construction and management of climate-adapted cities.If it is not prevented,it will be further expanded until a serious climate disaster occurs.The paper takes Xi'an as an example to conduct an empirical study on risk assessment and prevention of climate adapted city construction.In order to evaluate the key factors of Xi'an climate adapted city construction risk,put forward targeted risk prevention measures and build a coordinated multi-sectoral prevention system for climate adapted city construction in Xi'an.Focusing on this goal,the paper begins the following research:Firstly,the paper analyses the formation mechanism of climate adapted city construction risks and identify risk factors.Based on the impact of climate change on city system elements and related theoretical foundations,the generation mechanism of climate adapted city construction risks is derived.On this basis,through the case study method,the risk of climate adapted city construction is identified,and the identified risks are classified to form a climate adapted city construction risk list.Secondly,the paper builds a climate adapted city construction risk network.Based on the causal logic deduction method,the correlation between the risk factors of climate adapted city construction is identified,and the adjacency matrix is constructed according to the identified correlations to obtain the climate adapted city construction risk network.Then,take Xi'an as an example to conduct an empirical study on the risk assessment of climate adapted city construction.Based on the constructed risk network,the network edge weight is assigned by expert scoring,and the PageRank algorithm is selected to evaluate the importance of the network node,and the key factors of Xi'an climate adaptive city construction risk are obtained.Finally,risk prevention is addressed for key factors.At the micro level,put forward targeted risk prevention measures to eliminate the unfavorable factors in the process of climate adapted city construction from the source.At the macro level,based on the theory of risk management,combined with the basic situation of Xi'an,the multi-departmental collaborative prevention system for climate adapted city construction risk in Xi'an is constructed from three aspects: organizational design,operational mechanism and safeguard measures.The results show that:1)Through case studies and literature analysis,28 risk factors for climate-adapted urban construction were identified,including one risk event and one risk result.Among the 28 risk factors,there are 9 risk sources(risk factors)and 19 risk intermediaries(risk factors).2)Through causal logic deduction method to identify the correlation between the construction risks of climate-adapted cities,a risk network of climate-adapted cities is constructed.3)Based on the theory of complex networks,taking Xi'an as an example to conduct an empirical study on the risk assessment of climate-adapted urban construction.Seven key factors of risk sources of climate-adaptive city construction in Xi'an are obtained.It is mainly reflected in the fact that urban-related planning does not consider climate change factors,imperfect policies and regulations,and slow training of professional talents.There are 8 key factors in risk intermediation,mainly in the aspects of lack of urban climate adaptability technology,difficulty in financing,unclear definition of responsible subjects,etc.,and then propose corresponding risk prevention measures for key risk factors.4)Based on the theory of risk management,the multi-departmental collaborative prevention system for climate-adapted urban construction risk in Xi'an is constructed from three aspects: organizational design,operational mechanism and safeguard measures.In terms of organizational design,build a city's leading group on climate change as a “brain” for risk prevention systems.In terms of operation mechanism,based on multi-sector collaborative work,the offline operation process and online basic platform are constructed.In terms of safeguard measures,through the protection of talents,funds,technology and systems,we can provide comprehensive support for the risk prevention system.The paper studies the risk of climate adapted city construction.On the one hand,it broadens the application areas of risk management theory,and on the other hand,it provides a theoretical basis for the government to formulate climate change adaptation strategies,and also provides new ideas for city planning,thus promoting the sustainable development of cities and the construction of ecological civilization.The study of this paper is of great significance both in theory and in practice.
