Many real-world complex engineering and scientific problems can be summarized as optimization problems, the parameter optimizing problems of rainstorm disaster risk assessment model in meteorological risk study belongs to the filed of optimization. Conduct the research of parameter setting of rainstorm disaster risk assessment model not only helps to improve the accuracy of model, but also as a prerequisite which improve the the accuracy of rainstorm disaster risk assessment model. To further enhance the rainstorm disaster risk assessment level and to achieve the purpose of disaster prevention and mitigation, this paper combine with the advantage of geographic information system (GIS) in the spatial data and analysis of the expression to study the rainstorm disaster risk assessment model and the parameter optimizing, then apply to the product of rainstorm disaster risk release system. This study has important scientific significance and practical value.This study focus on the parameter optimizing of rainstorm disaster risk assessment model and release the rainstorm disaster risk assessment product, carrying out the following research and obtain the corresponding innovations:1. Construction of a GIS rainstorm disaster risk assessment model. Upon on the disaster risk theory, we use the spatial expression and data analysis techniques of GIS, around the hazards risk, hazards-environmental sensitivity, hazards vulnerability and hazards prevention and mitigation capabilities of rainstorm disaster risk assessment to build a new type of GIS rainstorm disaster risk assessment model and achieve the process visualization on the rainstorm disaster risk assessment.2. To the parameter optimizing of rainstorm disaster risk assessment model of GIS, we proprose the two separate parameter optimizing method which are evolutionary strategy and particle swarm optimization. For a more objective and scientific set of weighting coefficients in the model, this paper build an optimization model, use the objective optimization theory in two mainstream evolutionary algorithm, and propose two parameter optimizing methods based on the evolutionary strategies and particle swarm optimization algorithm. By analyzing the experimental optimization results, confirmed the validity and accuracy of the model and optimization methods.3. Based on the project of Jiading District rainstorm disaster risk assessment project, use the new type of rainstorm disaster risk assessment model, design and develop the product of Jiading District rainstorm disaster risk assessment system and successfully apply in the business. Firstly, Use the technique of GIS to deal with the related data, formating the data of hazards risk, hazards-environmental sensitivity, hazards vulnerability and hazards prevention and mitigation capabilities. Then use the new GIS rainstorm disaster risk assessment model and parameter optimization techniques to design and develop a set of historical rainstorm disaster risk zoning and real-time statistics rainstorm disaster risk assessment system, making accurate future disaster prevention and mitigation for government.Through the study of rainstorm disaster risk assessment based on the Geographic information system technology, evolutionary algorithm and computer technology, achieving the Jiading District rainstorm disaster risk assessment products upon on the GIS. In this study, crossover study conducted is not only a useful exploration and also contributed to the systematic and engineering work of rainstorm disaster risk assessment.
