With the continuous advancement of China's modernization process,the state's investment in mega project has continued to increase,which has promoted the coordinated development of China's economy and society.From the perspective of engineering ethics,the purpose of mega project construction is to try its best to achieve the positive ethical effect of the project and promote the coordinated and sustainable development of the project with the people,society,and the ecological environment.Often due to the lack of ethical principles and ethical norms,the overall benefit of the project is impaired,and only ethical negative effects are achieved,leading to a series of engineering ethical issues,such as the Wenzhou rear-end accident,Xiamen PX project,and Nujiang Hydropower Station.,Society and ecological environment have brought inestimable losses.In this context,how to evaluate the ethical risks that may occur in the construction of mega project from the perspective of engineering ethics,and develop an ethical risk prevention system to resolve the risks has become an urgent problem.The thesis takes the ethical risk of mega project as the research object,and evaluates its ethical risk value to build an ethical risk prevention system in order to reduce the occurrence of engineering ethical problems and achieve the positive ethical effect of the project.It has certain implications for the ethical risk management of mega project.Theoretical and practical significance.First,the thesis defines the concepts related to the ethical risks of mega project,elaborates the basic theory of risk management,collaborative management,etc.,and then uses the literature analysis method,case study method,and expert interview method to comprehensively identify 23 mega project ethical risk factors,and From the perspective of the recipient of ethical risks,the ethical risks of mega project are divided into three categories: social ethical risks,environmental ethical risks,and safety ethical risks.Secondly,the thesis designs an ethical risk evaluation index system for mega project,and uses subjective and objective combination weighting methods based on expert weights to give weight to the indicators.Combining with the intuitionistic fuzzy set theory,the risk probability,loss consequences and post-risk occurrence are combined.A comprehensive evaluation model of ethical risk of mega project was constructed in three dimensions of controllability to evaluate the ethical risk value of the project.Then,combining the theory of collaborative management,this paper proposes a trinity of ethical risk prevention system for mega project,including “subject collaboration,strategic coordination,and institutional coordination”.Through the ethical risk management committee for mega project,the ethical risk prevention strategy that takes into account the overall benefits of the project,and The ethical risk guarantee system for mega project is intended to reduce the ethical risks in the construction process of mega project and reduce the occurrence of engineering ethical incidents.Finally,the empirical research is made on the case of the newly-built Yuwan high-speed railway project,and the research content of the thesis is applied to the project practice.
