Chongming Water Resources Asset Preliminary Accounting And Value Conversion Analysis Based On Water Saving Priority Policy

The universal existence of the concept and situation that water resources are valueless or cheap to use is the important cause for water resources waste and water environment pollution to some extent.It is an important basic work for the protection of water environment and utilization of water resources to implement the priority policy of water conservation,carry out the accounting of water resources assets value,and identify the value of water resources,including its material value,ecological value and cultural value,and their realization ways.This paper takes Chongming District of Shanghai,which is building a world-class ecological island,as an example to study the accounting of water resource assets value,which is of important practical significance.Efforts were made to collect and analyze the basic data needed for the accounting of water resources assets,including the “Statistics Bulletin of Chongming District's National Economic and Social Development” and the “Statistical Yearbook of Chongming District” during 2013~2017,investigate the data of industrial,agricultural,commercial,environmental protection,hydrology and residential survey on the official websites of Chongming District Bureau of Water,Bureau of Environmental Protection and Bureau of Statistics,and conduct site survey of the water environment and water resources of Chongming East Wetland Park,Xisha Wetland Park,Mingzhu Lake,Bird National Nature Reserve,etc.Comprehensive analysis and comparison between the data and the actual situation were conducted to get the data basis for identifying and evaluating Chongming's water resources assets and their valuesBased on the classification of water resources assets attributes,this paper's research scope was determined to be the water resources of rivers,lakes,ponds,reservoirs and aquaculture farms in Chongming District,and the real scale of Chongming water resources assets during 2013~2017 was completed.In view of the general situation of excessive total nitrogen in Chongming water resources,water quality indexes were introduced to modify the real scale.The Nemerow index-based “relative river length” algorithm was adopted to calculate the relative amounts of real water resources assets,and the results indicate that Chongming's annual relative river length during 2013~2017 was only 43%,42%,45%,56%,59% of the actual river length,respectively,reflecting the positive effect of water quality improvement on the real water resources assets.On the basis of sorting out the functional classification system of ecological services of four types of water resources,i.e.adjustment,supply,support and culture,in the millennium ecosystem assessment report,this paper constructs the value classification system of physical,ecological and cultural types of ecosystem services,assesses the mechanism of the generation,transmission and consumption of ecosystem services based on the different types of ecosystem services,constructs an appropriate evaluation model,and proposes a method for calculating the value of water resources.According to the statistics and accounting,the annual service value of Chongming water resources ecosystem during 2013~2017 was about 5.315 billion yuan,5.201 billion yuan,5.166 billion yuan,4.994 billion yuan and 4.773 billion yuan,respectively.The identification suggests that the main reason for the decline in the value of ecosystem services in recent years is the reduction of fishery products and agricultural products.It is found from the analysis of the accounting method for the value of water resources assets that water conservation directly causes the shrinkage of the real function and value of water resources assets,but the impact on the total value of water resources assets cannot be determined.Therefore,this paper discusses the transformation relationship between the real value of water resources and the ecological and cultural value based on the accounting data,and quantitatively determines the actual impact of the water-conservation priority in water resources management practice on the total value of water resources assets.Water conservation reduces the real value of water resource,but makes its ecological and cultural values more realized.At present,the conversion of real value still plays a decisive role in the total conversion of water resource asset value.By analyzing the influence mechanism of water conservation on water resource asset value,it can be found that water conservation mainly affects the realization and transformation of water resource asset value from two aspects,i.e.,promoting water conservation and forcing water quality improvement.In terms of water conservation,policies and actions are taken to save water,and ecological and cultural values are enhanced by increasing the amount of natural water resources;in terms of water quality improvement,scientific research value realization is promoted through technological search,and ecological and cultural functions and values are brought into play through pollution prevention and control projects.Based on the analysis of the water resources assets value calculation results and the value transformation of “water saving priority policy”,this article puts forward the countermeasures and suggestions for Chongming to further build a world-class ecological island from the specific implementation plan for water-conservation priority policy,comprehensively improving water quality and water resource asset value,reflecting the characteristics of ecological civilization construction in Shanghai and promoting all people ecological civilization education through the water-saving education system.
