In recent years,due to the development of information technology and the popularity of mobile terminals,e-commerce shows tremendous vitality,which has an important impact on people's lives.As a comprehensive industry,e-commerce breaks the boundaries of time and space and trade barriers,playing an important role in promoting economic development.Regional e-commerce development evaluation as a useful tool to promote the development of e-commerce in the region receives increasing attention.The influencing factors of the development of regional e-commerce are quite complex,including both qualitative and quantitative factors.In summary,regional e-commerce development evaluation is a multi-attribute decision problem with complexity and uncertainty.It is necessary to consider the relevant influencing factors,scientifically construct a corresponding indicator system,and adopt appropriate a multi-attribute decision making method to ensure the rationality of the final evaluation results.This thesis conducts an in-depth analysis of the issue of regional e-commerce development evaluation.Based on the traditional TOPSIS method,this thesis combines the advantages of Prospect Theory and LINMAP method with TOPSIS method and uses type-2 fuzzy variables to extend the integrated method to finally form the Type-2 FLINMAP-PT-TOPSIS comprehensive multi-attribute decision making method.At the same time,this thesis establishes an e-commerce development evaluation indicator system based on the e-commerce ecosystem,thus constructing a regional e-commerce development evaluation model.In general,this article has the following features in terms of indicator system construction and model innovation:Firstly,this thesis proposes a comprehensive multi-attribute decision making method of Type-2 FLINMAP-PT-TOPSIS.The idea of negative ideal solution of TOPSIS method is introduced in LINMAP method,which makes LINMAP method more comprehensive.Attribute weights solved using the LINMAP method are used in TOPSIS method which overcomes the one-sidedness and subjectivity of given weights.Prospect theory improves the distance formula of TOPSIS method to take into account the psychological factors of decision makers and makes the calculation result closer to the actual perception of decision makers.At the same time,this thesis also extends the method using type-2 fuzzy variables to consider the ambiguity and uncertainty existing in the real environment.Secondly,based on the e-commerce ecosystem,this thesis systematically identifies the factors affecting the development of regional e-commerce from the perspective of three types of environments and six levels of the e-commerce ecosystem.Then,taking the classification and hierarchy of the e-business ecosystem as the logical thinking and the typical e-commerce development indicator system as an experience,this thesis systematically constructs a regional e-commerce development evaluation index system.This index system regards the infrastructure construction,industry development atmosphere and e-commerce applications as the first-level indicators.Thirdly,aiming at the issue of regional e-commerce development evaluation,this thesis systematically describes the whole problem and proposes a regional e-commerce development evaluation model based on Type-2 FLINMAP-PT-TOPSIS.Based on the solving process of multi-attribute decision-making problem,this thesis forms the process of regional e-commerce development evaluation.A specific regional e-commerce development evaluation model and calculation steps are given by combining Type-2 FLINMAP-PT-TOPSIS comprehensive multi-attribute decision making method and regional e-commerce development evaluation indicator system.Finally,this thesis applies the model proposed in this thesis to the e-commerce development evaluation of 13 cities in Jiangsu Province.Based on the evaluation indicator system of regional e-commerce development,quantitative and qualitative data of 13 cities were collected.The result of the index of the regional e-commerce development of each city is calculated by the Type-2 FLINMAP-PT-TOPSIS multi-attribute decision making method.Based on the analysis of the calculation results,this thesis gives suggestions on the development of region e-commerce from the perspective of each city and Jiangsu Province,and verifies the applicability of the proposed model.
