The objective of “everyone has the housing right” has been proposed in the report of the 19 th National Congress,it not only carries the desire that every one has a roof over the head,but also reflect the government's emphasis on meeting the needs of residential housing.The Shared Ownership Housing is developed under certain circumstances,which include the acceleration of current urbanization,the large increase in housing demand,the imbalance of housing supply structure,meanwhile,the middle and low income groups,newly employed college students and new citizens who is temporarily unable to purchase commercial housing,however their housing demand is so strong and the government has developed in the context of fulfilling public functions.The Shared Ownership Housing has innovated the housing supply model based on a clear property rights system,providing an intermediate product between 100% individual housing property rights and zero-property public rental housing,helping the “sandwich layer” to realize the “housing dream” ahead of time.It helps clearing the vague zone between the “dual structure” of security housing and commercial housing,and can be seen as the third institutional arrangement to make up for “market failure” and “government failure”.It is a type of ownership-based housing that is worth exploring.The Shared Ownership Housing Model was first tried by Huaian city in Jiangsu Province in 2007.Since 2014,it has entered the top-level design vision of China's housing system design.Its operation in the field of overseas housing security has been relatively mature,but its application in the field of domestic security housing is still in the ascendant.Therefore,drawing on the experience of housing at home and abroad,systematically studying the institutional arrangements for shared ownership housing in accordance with the practice of localities,is of great value to the government in improving the housing system and achieving the objective of “everyone has the housing right”.Based on literature research,the thesis adopts the combination of qualitative research,quantitative research and comparative research.In addition to the introduction,the following contents are mainly studied.Firstly,it defines the core concepts related to housing of Shared Ownership Housing,introduces the theory of property rights,the theory of fairness and efficiency,and the theory of housing gradient consumption.It also discusses the significance of these three theories guiding the practice of shared property housing model.Secondly,learn the system and operation practices of Shared Ownership Housing and property-based housing in relevant countries and regions at home and abroad,such as the UK,Singapore,Hong Kong and the six pilot cities in mainland China,and put forward the key points of the joint ownership housing model in Guangzhou.Furthermore,the study of the Shared Ownership Housing model is carried out in a combination of qualitative and quantitative research..On the one hand,starting from the evolution of property-based affordable housing policy and qualitative interview cases,it discusses the necessity of carrying out the joint ownership housing system in Guangzhou.On the other hand,using Auto regressive Moving Average Model,Multiple Regression Model and similar demand research data to measure the demand for the Shared Ownership Housing in Guangzhou in the next three years,so that the supply and demand can be matched for reasonable planning and construction.Finally,taking into account the experience of domestic and foreign scholars and related countries(regions) in the development of Shared Ownership Housing,and combined with qualitative and quantitative research results,the overall system design of the development model of the Shared Ownership Housing in Guangzhou,and summarized the results achieved at the end of the article,as well as came up with the limitations of the research and further prospects.
