In the year 2016,Ministry of Water Resources of the People's Republic of China and National Development and Reform Commission issued a document named <The "13th five year" water resource consumption amount and intensity double control action plan >,which stressed the importance to control the intensity of water consumption,to promote the water-saving social construction and to save water throughout the whole process of economic and social development and ecological civilization construction,providing water security for the building of a moderately prosperous society in all respects.This document follows the three indicators,saying “Water consumption per 10,000 yuan of the gross domestic product”,“Water consumption per 10,000 yuan of value-added by industry”,“Effective utilization coefficient of irrigation water”,showed in the < The strictest water resource management system >,which is used to measure the intensity of water consumption.In order to put the document into action better and to make a comprehensive and reasonable assessment on the intensity of water consumption in districts,this article builds an index evaluation system for the intensity of water consumption,and makes an analysis of districts in both overall level and classification level by calculating the data of the 31 provincial-level administrative regions in 2015.The results suggest the system is able to make a better assessment and evaluation on the intensity of water consumption in China.First of all,after mass of literature research,the article figures out the related concepts clear carefully,finding how the three indicators taken into use and analyzing the basic principle of building an index evaluation system in the area of water resources research.Secondly,according to the literature research,the article points out the four issues when carrying out the three indicators and presents six points as the basic principle when building the index evaluation system for the intensity of water consumption.The article construct the index evaluation system based on the front research,by considering the processes and results together and classifying the structure of water consumption into three main ways,namely industrial consumption,agricultural consumption and domestic water-consumption.The calculation between levels is using geometric method.Then,as case study,the article calculate the data of the 31 provincial-level administrative regions in 2015 to figure out the level of intensity of water consumption by using the index evaluation system built above.Base on the results,the article makes an analysis in different levels.Finally,we use the FCM clustering algorithm to assess the water consumption intensity in China by introducing four variables to cluster the 31 provincial-level administrative regions into seven parts.In each part we give an analysis and assessment.The results show that the assessment of water resource consumption intensity based on district evaluation is of great significance for guiding local work.
