Study On Green Development Of China's Textile Industry Under The Background Of The Supply-side Structural Reform

As the people's livelihood and pillar industry of China's national economic and social development,the textile industry is facing the "double extrusion" of the "re-industrialization" of developed countries and the acceleration of the "industrialization process" of developing countries,weakening and diluting the factor dividend of China's textile industry.The development of dividends and market dividends,the traditional competitive advantage of the industry continues to weaken.Since the outbreak of the international financial crisis in 2008,foreign markets have been weak and consumption has shrunk.The development of the textile industry has gradually shifted from increasing exports to stimulating domestic demand.However,China's low-end textiles are seriously mismatched with diversified and fashionable consumer demand,resulting in low-end overcapacity.However,the consumer demand cannot be satisfied.The traditional extensive development model of relying on resource factor input and scale expansion has been difficult to sustain.It is imperative to accelerate the transformation and upgrading of the textile industry.The 19 th National Congress of the Communist Party of China put forward the new task of "accelerating the reform of the ecological civilization system and building a beautiful China",emphasizing the importance of China's green development from the national level,and green development has become the background requirement for China's industrial development.As one of China's high-consumption,high-emission and high-pollution industries,green industry is the only way for industrial transformation and upgrading.Improving the level of green development has important strategic significance for enhancing the international competitiveness of China's textile industry.This paper combines empirical and normative,qualitative and quantitative analysis methods to comprehensively evaluate the green development level and target completion degree of China's textile industry.Firstly,using descriptive statistics to analyze the national economic status,development status and green development status of China's textile industry;secondly,based on the literature related to green development,combined with the qualitative analysis of the development status of textile industry,construct a set of green suitable for textile industry.Development evaluation index system,quantitatively measure the comprehensive level of green development of China's textile industry,resource and environmental carrying capacity,technological innovation and industrial growth level from the three dimensions of resource and environmental carrying capacity,technological innovation and industrial growth;once again,through the consolidation of textile-related government The document,starting from the target,quantitatively measure the completion degree of the green development index of the textile industry,and use the exponential smoothing method to make short-term predictions on the green development indicators to find out the shortcomings of the green development of China's textile industry;finally,Aiming at the shortcomings in the green development of the textile industry,starting from the structural reform of the supply side,it proposes policy recommendations to promote the green development of the textile industry.Through the above research,the following main conclusions are drawn:(1)The development of the textile industry is improving,but the overall development level is low.Although the traditional competitive advantage of the industry has declined,its basic status as the pillar industry of China's national economy has not wavered.It still plays an important role to promote China's economic growth,employment and foreign exchange creation.(2)China's textile industry has a good green development level.The industrial resource and environmental carrying capacity and industrial growth have a greater impact on the green development of the textile industry.The improvement of the textile industry's resource carrying capacity is mainly attributed to the improvement of industrial emission reduction capacity and industrial pollution control.Capacity is one of the shortcomings of the green development of the textile industry;the number of innovations in the textile industry is increasing but the scientific and technological content is not high,and the green development of the textile industry is weak;the economic benefits of the textile industry are at the core of industrial growth,and the degree of industrial structure optimization And the level of social benefits shows a trend of development.(3)The results of the exponential smoothing method show that in 2016,China's textile industry's comprehensive level of green development,resource and environmental carrying capacity and industrial growth level have reached more than 70% of the target value,while the completion rate of scientific and technological innovation is less than 40%,and technological innovation.It is the main shortcoming of the green development of the textile industry;in 2020,the green development and technological innovation of the textile industry will not be able to meet the targets on time,with a difference of 0.037 and 0.093 from the target,and the industrial resource and environmental carrying capacity and industrial growth will exceed the target;The target indicators are analyzed and found that the main problems in China's textile industry are characterized by weak awareness of energy conservation and emission reduction,low pollution control capacity,low technological content of innovation results,weak traditional competitive advantages,low product added value and unsustainable regional structure optimization.(4)In the future,the green development of China's textile industry not only requires the government to improve relevant institutional mechanisms and corresponding policy support,but also needs enterprises to raise environmental awareness,vigorously develop scientific and technological innovation,improve the application rate of technology,and ensure that China can complete textile
