Under the background of economic globalization,regional integration development has become a new trend of comprehensive development between the country and the region,and the Beijing-Tianjin-Hebei region will be an important engine for China's economic growth in the future.Based on the integration of BeijingTianjin-Hebei region,based on the existing problems of unreasonable regional structure,lack of marketization and low level of cooperation,the resource allocation is the starting point,and the distortion of labor factor allocation in Beijing-Tianjin-Hebei and its economy are studied.influences.On the basis of reviewing the literature on the distortion of labor factor allocation and its influencing factors at home and abroad,this paper aims to maximize the total output of Beijing-Tianjin-Hebei by introducing an optimization model,introducing human capital,applying linear programming tools,and constraining resources.The optimal allocation of labor factors in the region is solved,and the degree of distortion between the actual allocation and the optimal allocation is measured,which effectively reflects the flow of labor elements in the Beijing-Tianjin-Hebei region,and further explores the distortion of labor factor allocation to Beijing.In addition,based on the DEA-Malmquist method,the total factor productivity under the actual state of BeijingTianjin-Hebei labor factors and the optimal allocation is estimated,and the differences and economic implications are compared.Finally,multiple regression based on panel data The model analyzes the influencing factors of the distortion of labor factors in Beijing,Tianjin and Hebei.Due to the availability of data,this paper focuses on the distortion of labor factor allocation in Beijing-Tianjin-Hebei from 1998 to 2016.According to the results of empirical analysis,a total of four conclusions are drawn: First,Beijing's contribution to Beijing-Tianjin-Hebei economic output continues to decline,and the marginal revenue of human capital continues to rise.Second,the allocation of human capital in BeijingTianjin-Hebei is distorted,and the allocation after optimization is improved.Third,the total factor productivity of Beijing-Tianjin-Hebei continued to decline in three years,and the TFP increased significantly after optimization.fourth,the proportion of the third industries,the level of marketization and the level of education all had a significant negative impact on the distortion of factors.In order to reduce the integration barriers of the labor factor market in Beijing-Tianjin-Hebei and promote regional talent development cooperation,based on the empirical results,the corresponding five-point policy recommendations are proposed: First,establish a system to promote the integration of talents in Beijing,Tianjin and Hebei,and break the institutional barriers;Improve the human resources market system in the Beijing-Tianjin-Hebei region and promote regional talent cooperation and exchange;third,accelerate the process of market-oriented reforms in Beijing,Tianjin and Hebei,and break the discrimination of ownership;fourth,increase the industrial structure optimization of Beijing-TianjinHebei,and promote enterprise transformation and upgrading.Fifth,improve the level of labor education in Beijing,Tianjin and Hebei,and strengthen the coordinated development of education.
