The rapid development of the logistics industry has an important impact on China's economic development.Fresh cold chain logistics,as the most difficult part of the logistics industry,is the most potential market in the logistics industry. Its development speed directly determines the entire logistics. The development of the industry is fast. The development strategy of the national "Belt and Road"has brought new opportunities to the development of China's logistics, but also brought many challenges. With the continuous increase of the business volume of fruits and vegetables in China, the continuous improvement of consumers' quality requirements has made the contradiction between the growing needs of the Chinese people and the unbalanced development of the imbalance. There is a widespread phenomenon that fresh cold chain logistics can't meet market demand in China. At the same time, there are few studies on cold chain logistics in China, especially from the perspective of cold chain enterprises,to explore the impact of various factors on its development in the development process. And the difficulties and opportunities that may be encountered.Therefore,in-depth analysis of the difficulties and opportunities that may be faced in the development of cold chain logistics enterprises,so that the further development of China's cold chain logistics has become an urgent problem to be solved in the logistics industry. On the basis of summarizing relevant scholars' research on the development of cold chain logistics, this paper comprehensively considers various factors such as government policy, cold chain logistics enterprise behavior, consumer behavior, technology, talents, market environment, etc.,firstly on logistics and cold chain. The concept of logistics is defined, and the composition and characteristics of cold chain logistics and the influencing factors in the development of cold chain logistics in China are analyzed. Then, according to government policies, cold chain logistics enterprise behavior, consumer behavior, using evolutionary game to construct a three-party game model, comprehensively analyze the evolution path of the three parties under different conditions. Finally, according to the game results, the government policy subsystem, the cold chain logistics enterprise potential subsystem and the consumer behavior subsystem are used to describe the relationship between the various elements, and then the cold chain logistics development system dynamics model is constructed, and the SF cold chain is constructed.Logistics, for example, dynamically analyzes the evolution of cold chain logistics through the model, quantitative analysis of operating conditions, operating income and risks in different situations. The research finds that China's current cold chain logistics market has good prospects.Appropriate increase in cold chain construction investment and scientific research investment will not only affect the company's operating profit, but also further enhance the company's competitiveness and service level;appropriately increase government subsidies for cold chain logistics. The level will significantly improve the company's net profit and service level.Cold chain logistics enterprises may face risks in market, policy and operation in the future development. Therefore,in the future development, enterprises should adjust their development plans according to their own and operating environment in time to realize the efficient and rapid development of China's cold chain logistics enterprises.Accelerate the construction of China's fresh cold chain logistics system, realize the rational use of cold chain logistics in China, and then promote the development of China's agricultural economy.
