In the context of rapid urbanization and frequent natural disasters,the suitability evaluation and layout optimization of emergency shelters are of significance for promoting urban safety and sustainable development.In previous studies,the suitability evaluation models always use unprocessed statistics as input data which ignore the distance decay effect of service availability and doesn't consider the relationship between the refuge population and buildings' shockproof level.This paper presented an improved grey relational combination weight model to evaluate the suitability of emergency shelters,based on multi-source POI and remote sensing data,and then constructed a multi-objective constraint layout optimization model aiming at minimizing the number of alternative shelters.Finally,a case study was carried out in Fuzhou city.The research shows that:(1)The improved gray relational combinatorial weight model is easy to use and has good applicability.The evaluation results are in line with the expectation,the weight of road-number(0.02)and road-density(0.03)are smaller,and the weight of area(0.22)and slope(0.13)are larger.(2)There is a seismic refuge gap in Fuzhou city,the effective asylum rates under 6,7,8,9 seismic earthquake intensity account for 72.4%,41%,24%and 6.8%respectively,and the refuge gaps mainly concentrate in areas with lower shockproof levels.(3)The space distribution of the refuge places is unevenly distributed,the commercial center and the old urban areas have better suitability evaluation result,because of the densely shelter and public facilities distribution.However,evaluation results of some areas in the Jinan,Cangshan and Mawei are unsatisfactory,because of the small size of the refuge places,large population of refuge and poor accessibility.What's more,those regions have larger population growth potential.In the perspective of forward-looking and security considerations,emergency shelters should be added to such areas.(4)The multi-objective decision particle swarm optimization algorithm has strong applicability.After the shelter layout optimization,the capacity of the shelters service population is about 50000,and the effectiveness of the refuge population is increased by 54.3%compared with the original data under the seven earthquake intensity.Besides that,the asylum accuracy has increased by 43.1%,compared with the Voronoi diagram method.
