At present,the connotation and extension of China's national security are richer than at any time in history,the space and time fields are broader than at any time in history,and the internal and external factors are more complex than at any time in history.At present,countries around the world,including China,are suffering from the great disturbance of exotic pests(hereinafter referred to as pests),and China has become one of the countries suffering the most serious pest invasion.Pest management is related to ecological diversity and public security maintenance in China,and has become an important issue in the modernization of national security management capacity and system.After the reform of government institutions in 2018,the entry-exit inspection and quarantine system of the former aqsiq was included in the customs,truly realizing the "integration of customs and inspection".Customs at all levels,as one of the subjects of pest control,plays an important leading role.However,due to the influence of multiple factors,the fragmentation of pest control often occurs in the process of pest control due to the lack of full cooperation and interaction with other subjects.The fragmentation of pest management has led to inefficient or even ineffective governance,and the replacement of fragmentation with holistic governance has become the best choice for the transformation of pest management mode in China.This paper focuses on the research on how to achieve the holistic management of pests,and adopts literature review,comparative study,case analysis and interview methods.Through the comparative study of the reform practice of port integrity governance in Britain,Australia,the United States and Canada,this paper constructs the four analytical dimensions of integrity governance in this paper: organization,public-private partnership,information and process,and expounds the correspondence between pest governance and the constructed dimensions.Ningbo port is an important coastal port hub in China due to its characteristics of large volume of international trade,superior geographical location and strong business integration.This article selects the ningbo customs pest management practice as a case study,analysis of the existing organizational fragmentation,information fragmentation,the governance body fragmentation and process the problem of fragmentation,and explore the generation mechanism of the complex: "the market" insufficientcontradiction protruding,information sharing,the absence of social capital and management center of gravity offset.Based on the above four dimensions of integrated governance,this paper proposes the optimal approaches to the integrated governance of harmful organisms at China's coastal ports: to form a governance network with multiple participants,to build a network platform based on information sharing,to reshape the governance chain that attaches equal importance to the whole process,and to cultivate social capital with trust as the core.
