Study On Ecological Performance Evaluation Of Natural Resources In Shandong Province

Natural resources are important for human survival and development.The extensive development mode in the past has led to the waste and destruction of resources and environment.Therefore,economic and social development is facing ecological constraints.Since the concept of ecological civilization is presented,the community consciousness of protecting resources and environment has attracted more attention.The report at 19 th CPC National Congress has emphasized the importance of "harmonious coexistence between man and nature" and the concept will be conducted as a Chinese basic strategy in the new era of upholding and developing socialism.Ecological performance evaluation is an important part of audit.It is also a tool for monitoring and measuring the efficiency of natural resources utilization,and a testing tool for the achievements of ecological civilization construction.In this context,the evaluation of the ecological performance of natural resources has a certain theoretical and practical significance.In this paper,we have selected the natural resources in Shandong Province as the research objects to construct the analysis framework of natural resources ecological performance evaluation.Combining theoretical interpretation with empirical results,a complete evaluation process including design,application and reporting has been well established and applied to the empirical analysis of ecological performance in Shandong province.Based on the two perspectives of natural resources and economic,social and ecological coordination,this paper has selected certain appropriate indicators to evaluate the annual trend of natural resources performance in Shandong province and its relationship with neighboring provinces and cities,and designed a better index system for this evaluation.Based on the above evaluation results,this paper has chosen government attention,public concern,performance appraisal system,economic factors,population structure,educational technology factor,opening level and industrial structure to analyze the influencing factors of ecological performance,and has made empirical tests.The purposes of the evaluation are to feedback Shandong province natural resources ecological performance status,the main contradiction and the main problems found in the construction of ecological civilization,and then try to explore the causes and provid the incentive measures,policy measures and system aspects of targeted policy recommendations.
