Abstract/Summary:
As a large population country,China has a relatively large population scale between its cities and provinces, especially in recent years. Thanks to the release of the control of the population flow and the improvement of the household registration system,a large number of rural population flow to the city under the role of market economy, which has greatly improved the speed of urbanization.China’s economic development is also in the forefront of the world for a long time. The level of economic development of various cities and provinces has also undergone tremendous changes. However, the rapid economic development has also brought some negative effects, such as the gradual decrease of the demographic dividend, the increase of production cost, the intensification of resource constraints, the imbalance of regional development and so on.The existence of economies of scale in cities and provinces in China has become an important research topic. With the development of regional economics, the study of regional economies of scale has attracted much attention both domestically and internationally. This paper focuses on two perspectives: urban scale economy and provincial scale economy. In today’s academic circles, there are many literatures on urban scale economy, and there are relatively few literatures on economies of scale in the province.A comparison between economies of scale at different levels has not yet been found. This paper is a comparative study of the intensity differences between the urban scale economy and the provincial scale economy. This paper applies Eviews software to panel regression for regional efficiency and regional scale, and draws the following conclusions:First,in the level of urban economies of scale, whether using total factor productivity to measure economic benefits or to use per capita GDP to measure economic benefits, there are significant economies of scale. In general, the larger the scale of the city, the economic benefits.Second, the provincial scale economies are not significant when the total factor productivity is used to measure the economic benefits at the provincial scale economies. When measuring economic benefits per capita GDP,the economies of scale in the province are significant. The greater the scale of the provincial agglomeration, the better the economic benefits.Third, for the comparison of city scale economy and provincial scale economy intensity, two economic benefit indicators show different conclusions.Using total factor productivity to measure economic efficiency, the intensity of urban scale economy is higher than that of provincial scale economy.Using GDP per capita to measure economic benefits is just the opposite.Economies of scale in the province are larger than urban economies of scale.According to this conclusion, the corresponding policy recommendations are also given. For example,we should vigorously develop small towns and rural economy, reduce the flow of population to cities, optimize the upgrading of industrial structure, improve the important role of industrial structure in improving economic efficiency, attach importance to scientific and technological innovation, provide a fair and stable environment for scientific and technological innovation, and improve the protection of the right to knowledge production.
