Study On Comprehensive Evaluation Of Residential Care Facility Resources In Shanghai

The rapid economic and social development has accelerated the process of aging,and the pressure of social pensions has prompted the growing demand for residential care.Using Shanghai as the study area,this study establishes an H-L comprehensive evaluation framework to explore the development status of the resdential care facility resources.The major work and findings of this research includes:1)Evaluation of qualityThis study designed two survey questionnaires for the elderly and their children,and explored the preference of Shanghai residents for the elderly's residential care by field survey in 8 residential care facilities and online survey via the WeChat application An attractiveness assessment system that includes spatial and non-spatial indicators was developed based on the results of the surveys.The distribution of quality of Shanghai's resdential care facility resources was then evaluated by multi-scale analysis.2)Evaluation of quantityFollowing the policy requirements for the service of resdential care facilities in Shanghai,this study improves the traditional 2-Step Floating Catchment Area(2SFCA)method by introducing the power function as the distance decay function,employing multi-radius service area,using the shortest driving distance to measure the distance parameter,and introducing the administrative district matching.With the proposed method,the residential care service was calculated and the variation among towns was analyzed.3)Comprehensive evaluationThis study establishes an H-L comprehensive evaluation framework that considers both "quality" and "quantity",where “quality" is represented by attractiveness and "quantity" is measured as the service accessibility.The results at the town level show that the service availability and attractiveness of residential care facilities in Shanghai needs to be improved;and there was greate variation among towns.4)Prototype system developmentBy using Visual Studio and MySQL software on the windows7 system platform,a prototype GIS system for the evaluation of residential care facilities in Shanghai was developed.With the systems,users are allowed to search for basic information and evaluation results based on different criteria.The evaluation results can provide decision support for the construction and development of the residential care facilities in Shanghai.The prototype system makes it easy for different types of users to query and evaluate the residential care facility resources.The evaluation model proposed in this study can not only be used in the evaluation of residential care facilities,but also be applied to the evaluation of other urban public service facilities,which has made both scientific and practical contributions.
