The Evaluation Of The Reserve Cultivated Land Resources In Anyuan County

Since 2003,China has carried out 2 investigations of the reserve cultivated land resources,2 investigations of the reserve cultivated land resources also have been carried out in Jiangxi Province,especially aimed at the second survey of the reserve cultivated land resources began in 2014,a series of policies have been published in the state and Jiangxi province.Based on the policies for the investigation and evaluation of the reserve cultivated land resources which published by the state and Jiangxi province,with "the technical scheme for investigation and evaluation of the reserve cultivated land resources in the whole country" and "the implementation scheme of the investigation and evaluation of the reserve cultivated land resources in Jiangxi province(Trial Implementation)",this study discussed the evaluation of the reserve cultivated land resources in Anyuan County through the survey data on the reserve cultivated land resources that have been fully completed,in order to determine the quantity and spatial distribution of the reserve cultivated land resources in Anyuan County,and to determine the quantity and spatial distribution of the reserve cultivated land resources suitable for farming,finally aimed at the reserve cultivated land resources suitable for farming,the study put forward suggestions on the development and reclamation of the reserve cultivated land resources in Anyuan County.This study mainly includes these parts: the present situation analysis of the reserve cultivated land resources in Anyuan County,the evaluation of the reserve cultivated land resources in Anyuan County,the suggestions on the development and reclamation of the reserve cultivated land resources in Anyuan County,etc.Based on the summarizing the natural,social,economic and the present situation of land use in Anyuan County,the present situation analysis of the reserve cultivated land resources in Anyuan County analyzed the type,quantity and spatial distribution of the reserve cultivated land resources in Anyuan County,finally the study summarized the characteristics of the reserve cultivated land resources in Anyuan county,including: the area of the reserve cultivated land resources was less in Anyuan county,the types of the reserve cultivated land resources were few,the areas for the other grasslands and mining lands were maximum within the areas of the reserve cultivated land resources,the reserve cultivated land resources in Anyuan county were distributed in all 18 villages and towns in Anyuan County.Base on the analysis of the present reserve cultivated land resources in Anyuan County,the evaluation of the reserve cultivated land resources in Anyuan County introduced separately the technical specifications of the state and Jiangxi province,determined the final technical specifications of the reserve cultivated land resources in Anyuan County,through the survey data on the reserve cultivated land resources that have been fully completed,the study evaluated the reserve cultivated land resources in Anyuan County.With the evaluation,the study found: In 2015,the amount of the reserve cultivated land resources suitable for farming were 256.5 hectares,that were only 9.39% of the area of the reserve cultivated land resources in Anyuan County.the reserve cultivated land resources in Anyuan county were distributed in the Chetou town,Xin Shan town,etc,a total of 20 administrative regions.Base on the analysis of the latest policy of requisition-compensation balance for the cultivated lands,the suggestions on the development and reclamation of the reserve cultivated land resources in Anyuan County analyzed the relevant development policy on the reserve cultivated land resources in Anyuan County within "the Ministry of land and resources on improving the management mode to effectively implement the requisition-compensation balance of cultivated lands",by using the latest policy,the study put forward the suggestions for the development and reclamation of the reserve cultivated land resources in Anyuan County,especially put forward the suggestions for the development of the other grassland reserve resources suitable for farming.That is,the 3 types of index standards for the reserve cultivated land resources suitable for farming should be determined in Anyuan County,including the quantity of the developing cultivated lands,the grain production capacity and the area of paddy field,the reserve cultivated land resources suitable for farming should be developed strictly according to the standards in Anyuan County;the suitability grades and the time sequence of the reserve cultivated lands resources suitable for farming should be divided,then the reserve cultivated land resources suitable for farming should be orderly developed by the time sequence of the cultivated lands;the reserve cultivated land resources suitable for the paddy field should be listed separately,in order to ensure paddy field demand for the requisition-compensation balance of cultivated lands;in order to protect the ecological environment the same large development of the reserve cultivated land resources suitable for farming should be avoided;the development of the reserve cultivated land resources suitable for farming should be developed according to the standard of high standard farmland.The study put forward the relevant practice research foundation in order to perfect the evaluation and the development of the reserve cultivated land resources in Anyuan County,also put forward the relevant reference research foundation in order to perfect the evaluation and the development of the reserve cultivated land resources in other cities of Jiangxi province.
