China, with huge quantity of people but less cultivated land, is short of cultivated land resources. With the social and economic development, the contradictions between people and land become more intense. Due to the rapid development of urbanization in our country at present stage, the unreasonable agriculture land management behavior is occurred, which leads to reduction in the amount of cultivated land, loss of cultivated land quality and deterioration of ecological environment. Therefore, the state takes the cultivated land protection for a basic national policy, which guarantees the quantity and ensure the quality of cultivated land. Cultivated land classification, grading and valuation are the basic operational work of the cultivated land quality protection and the establishment of cultivated land spots classification, grading and resource prices and security prices are the main contents of the work.Since China entered the period of rapid development of urbanization, the original part of cultivated land were occupied by construction and reclamation of new land as a supplement to be balanced. Meanwhile, location and environmental conditions often change, which result in cultivated land classification, grading and valuation information change with them. How to keep the currency of cultivated land classification, grading and valuation is the daily work of land and resources departments. GIS can make the cultivated land classification, grading and valuation into an organ whole and update the cultivated land quality evaluation results timely. So land and resources management departments take GIS as an effective way of cultivated land quality daily management. The paper’s research contents and achievements are as follows:(1) The present study analyzed the relationship among the cultivated land classification, grading and valuation on the basis of them, designed the integrated evaluation business process of cultivated land classification, grading and valuation which brought class, grade and price in the same system, divided classification, modified the grading index on the basis of classification, assessed the gain price on the basis of grading index and realized cultivated land comprehensive and integrated assessment.(2) Based on the cultivated land classification, grading and valuation integration process, we used GIS spatial analysis of the spatial overlay analysis and buffer analysis, weight decision analysis, cluster analysis and class price regression analysis, determined the cultivated land classification, grading and evaluation model on the basis of assessment unit division, influencing factors analysis, rule base building and weight determination, which provided effective support for cultivated land classification, grading and valuation integrated evaluation.(3) On the basis of cultivated land classification, grading and valuation models, we designed information prototype system of cultivated land using ARCGIS platform. The system has the basic data and evaluation parameter management, evaluation unit division and natural quality calculation, classification, grading, standard land price assessment and evaluation results update functions.(4) Taking Jintan city as an example, we used prototype system, realized the integration of classification, grading and valuation of cultivated land quality, cultivated the thematic classification, grading and valuation maps and tables and achieved equally satisfying results. The system can be applied in county cultivated land quality evaluation work.
