In recent years,Arctic glaciers have gradually melted due to the global warming,which makes the exploitation of Arctic Passage and the seabed resources possible.The strategic and economic value of the Arctic Ocean have become more pronounced,and countries have placed greater emphasis on the maritime rights of the Arctic.As a Near-Arctic State,the navigation and investigation of our ships in the Arctic are affected by the laws and regulations of the coastal countries.In order to facilitate the activities in Arctic Ocean,provide navigational guidance services for vessels operating,and also provide an integrated,intelligent,visualized data platform for related polar studies,this study developed a Delimitation Information System for the Arctic Ocean.The development of the Delimitation Information System for the Arctic Ocean has enabled the integration,management,analysis,and publication of maritime delimitation data and related laws and regulations.Collection of relevant delimitation data and establishing databases,and analysis of the rights and obligations of ships in different sea areas is determined as the data attribute.The development of ship navigation function system,the rapid inquiry of the legal status of the sea area and the feasibility analysis of the ship operation provide all directions for the navigation and activities of the ship in the Arctic Ocean in China.Based on the Delimitation Information System,statistics the area of various legal waters area,and the corresponding thematic maps are combined to realize the spatial and quantitative research on the maritime rights of the Arctic Ocean.It find that the area of legal waters is as high as 10.951 million km2,accounting for 79.4%of the total area of the Arctic Ocean.However,the area of International waters is only 2.844 million km2.It indicating that the related policies of coastal countries in the Arctic Ocean can directly affect the activities of Chinese ships in most of the Arctic waters.Therefore,strengthening bilateral cooperation with coastal countries is beneficial to China.With the application of the continental shelf beyond 200 nautical miles from each country,there will be fewer and fewer areas on the seabed that belong to the international seabed.China should further improve the level of polar expeditions in China and pay attention to the International waters and the international seabed.This study analyzes the impact of coastal policy in several key research areas on marine scientific research in China.The application shows that the system can present the restrictions on the related activities in the coastal States and facilitate the advance preparation of the diplomatic applications,which ensure the smooth progress of the marine scientific research of the Xuelong.In summary,the Delimitation Information System integrates information on the maritime delimitation information and related laws and regulations.It can provide navigational guidance for the activities of Arctic Ocean ships in China,and can also provide navigational guidance services for ships operating,and providedata support for Arctic research.
