Study On The Efficiency Evaluation Of Shanxi Provincial Environmental Protection Expenditure

In the context of the development of a new normal economy,Shanxi Province will gradually attach importance to the total amount of economic development,pay more attention to the quality of economic development and focus on the sustainable development of economy.Environmental protection is an indispensable part in the process of economic sustainable development.For a long time,due to the dual constraints of energy and industrial structure,the structural pollution continues to emerge,resulting in increasingly prominent conflicts between economic development and environmental protection in some areas.As a public product,environmental protection has obvious regional characteristics of positive externalities and benefits,therefore,local governments are the best providers of environmental protection services.In 2007,the Ministry of Finance formally listed "energy conservation and environmental protection" subjects in the government budget receipts and disbursement subjects.Since then,the expenditure on environmental protection has gradually become a regular expenditure of government departments at all levels.Meanwhile,the scale of expenditure has also risen with the environmental issues highlighted Increasing.However,for Shanxi Province,the growth of financial environmental protection expenditure did not bring about a significant improvement in environmental conditions,can be seen that the level of efficiency of fiscal expenditures did not meet the desired environmental protection expectations,therefore,to assess the efficiency of fiscal expenditure on environmental protection in Shanxi Province and to analyze the various factors that affect the efficiency of fiscal expenditure on environmental protection,and to improve the efficiency of fiscal expenditure on environmental protection are the main ways to find the root causes of environmental problems and to reasonably and effectively improve the environmental problems.This article is based on the theory of new public management theory,public product theory,and externality theory,based on an in-depth analysis of the current financial environmental protection expenditures in Shanxi Province and other cities,according to the panel data of financial environmental protection expenditure of11 prefecture-level cities in Shanxi Province from 2011 to 2015,using the DEA-BCC model and the DEA-Malmquist model,the static efficiency and dynamic efficiency of financial environmental protection expenditures of local municipal governments were measured.The results show that the overall efficiency of fiscal environmental protectionexpenditure in Shanxi Province is relatively low,and the differences between cities and cities are relatively obvious,in addition,the scale of remuneration in various cities is uneven.Finally,this article starts from the internal management of the local municipal governments and the external social and economic environment.Make related suggestions:Adjust the scale of financial environmental protection investment and optimize the structure of environmental protection expenditure;Promote changes in environmental protection technologies and improve the level of environmental protection technologies;Innovate environmental protection management system and improve the level of environmental protection management;Adjust the industrial structure and change the mode of economic growth;Comprehensive use of various financial means to jointly tackle environmental issues;Improve the external social and economic environment and improve the efficiency of financial environmental protection expenditures.
