Since reform and opening up,China has achieved leapfrog development in the economic,political,and social fields,and local governments have continued to increase investment in the public sector.However,at the same time of rapid economic development,the gap in social development in various regions of our country is constantly expanding.The public in some regions are not satisfied with the services provided by the local government in the public domain,and frequently become a hot topic in society.Why does the supply level of China's public sector show a clear gap in the context of the increase in the total and incremental fiscal expenditure of various local governments? Is it related to the efficiency of local government fiscal non-productive expenditure? This paper strives to make up for the vacancy in this respect,and raises the analysis of the efficiency of local government's fiscal non-productive expenditure to a spatial perspective,using spatial measurement for analysis.This paper builds a relatively complete efficiency index system based on local government fiscal non-productive expenditures.Through data envelopment analysis(DEA),we evaluate the fiscal expenditure efficiency of 31 provinces,municipalities,and autonomous regions in China from 2010 to 2018;judgments are made through spatial autocorrelation tests The spatial autocorrelation of the efficiency of local government fiscal non-productive expenditures,and the use of ordinary panel Tobit model,spatial SAR Tobit model and spatial SEM Tobit model on the influencing factors of local government fiscal non-productive expenditure efficiency(from the local natural endowment and Geographic location,financial scale,population and society,and market economy development level).The evaluation results of local government fiscal non-productive expenditure efficiency show that: in terms of comprehensive expenditure efficiency,the eastern and central regions are higher and overall better than the western region,but the western region's expenditure efficiency has improved significantly in recent years.In terms of classification expenditure efficiency,science,technology,culture,sports andmedia expenditure efficiency has increased in recent years;education,social security and employment and medical and health expenditure efficiency have not changed much;energy efficiency and environmental protection expenditure efficiency have declined in recent years.The spatial autocorrelation test results show that the efficiency of local government fiscal non-productive expenditure in China presents a significant spatial positive autocorrelation,regional differences are significant,and high-high and low-low regional clusters are present.The analysis of the influencing factors derived from the Tobit model shows that there is a significant space spillover effect in the efficiency of local government fiscal non-productive expenditures.Finally,based on the analysis of the distribution of spatial differences and the analysis of influencing factors,countermeasures to promote the efficiency of local government fiscal non-productive expenditures Suggest.
