In the new century,several large earthquakes occurred in our country,such as 2008 Wenchuan earthquake,2010 Yushu earthquake,2014 Ludian earthquake.Even though the magnitude of each earthquake is not so large except Wenchuan earthquake,the casualties were tremendous.Right now there are still quite a lot of houses which are not designed for earthquake resistance.Lives and properties are under threatening.The existing standard for seismic appraisal is too complicated and inconvenient to apply.Therefore,this paper proposed a new method for seismic appraisal of urban and rural houses based on ArcGIS,which is based on the research of seismic assessment of buildings and seismic disaster prediction system.In view of the problems existing in the traditional seismic assessment method,this paper analyzes the actual seismic damage,refers to the relevant theoretical analysis and results of experimental research at home and abroad,summarizes the four kinds of unfavorable factors,namely," scattered"," brittle","partial and uneven"," lack of redundant ",and gets specific forms of all kinds of seismic unfavorable factors,makes a seismic appraisal census form,evaluates seismic capacity of urban and rural buildings according to the table.The results of the survey clearly show the seismic weaknesses of houses in the survey area,and provide the basis for housing reinforcement project.Based on the seismic disaster prediction project of Sanhe City,this paper introduces the development process of Sanhe City seismic damage prediction system in detail.In the process of system development,the paper uses ArcGIS software as a data management platform,analyzes and summarizes the data of housing seismic survey.And adds the model of earthquake scenario,achieves the target that simulates seismic damage in any position by the seismic intensity attenuation relationship and earthquake scenario.The development of the system is helpful to the prevention of pre-earthquake,seismic rescue and reconstruction of post-earthquake.
