Research On The Coupling Of Supply And Demand Of Cultivated Land Reserve Resources And Control Strategies In The Development Of Provincial Scale

The severe situation of cultivated land in China requires to protect the existing cultivated land and make full use of cultivated land reserve resources.In order to maintain the quantity and quality of cultivated land resources,China has adopted the most stringent cultivated land protection policy,one of them is to keep the balance between occupation and supplement of cultivated land.Facing the severe situation of cultivated land and the strict Occupancy and Balance System of Cultivated Land,How to supplement cultivated land has become the problem that we have to face.As an important way to supplement cultivated land,cultivated land reserve resources is an important national strategic resource.Therefor,finding out the quantity and spatial distribution of cultivated land reserve resources in China and And researching on the relationship between supply and demand of cultivated land reserve resources of every province are of great significance to develop cultivated land reserve resources reasonably and supplement cultivated land.The second national survey of cultivated land reserve resources provided an important opportunity to understand the actual situation of cultivated land reserve resources in China.According to authoritative,up-to-date survey results of the second national land reserve resources data,the quantitative characteristics,structural characteristics,spatial characteristics and spatial variation characteristics of cultivated land reserve resources are comprehensively analyzed in the paper.And,the potential demand of reserve resources of cultivated land was evaluated quantitatively by using the evaluation model.Further,Coupling model was used to analyze the extent of the coordination between development potential and potential demand of cultivated land reserve resources,and differential regional policy suggestions were provided at the end of the paper.We got following conclusions finally:1.The distribution of cultivated land reserve resources in space was not balanced,and the total amount of cultivated land in the south was much less than that in the north,and the total amount of cultivated land in the middle part was more than that in the east and west.Further research suggested that there were obvious dislocation in the distribution of cultivated land resources and population quantity.The spatial distribution of various types of spatial distribution also had a certain degree of spatial regularity.The distribution of Grass Land was the most balanced and the distribution of Coastal Shoaly Land had the strongest concentration.2.There were differences in the structure of the cultivated land reserve resources.According to the different structures,the provinces could be divided into 4 clusters..The results of concentration index analysis supported the cluster analysis results.3.The gravity center of cultivated land reserve resources moved 982.01 kilometers towards the east northerly direction.The results of the standard deviation ellipse model showed that the dispersion degree of the spatial distribution increased,and the direction character of the spatial distribution decreased.The main trend direction decreased from 119.95° to 86.03°.4.There was a great difference in the supply potential indexes of cultivated land reserve resources in both provincial scale and scale of agricultural regionalization.The supply potential index showed a distribution law of a decrease from the north to the south.5.There was a great difference in the potential demand of cultivated land reserve resources in different province.The potential demand index of cultivated land reserve resources spanned from 0.0881 to 0.7060.The index of BeiJing was the highest and that of Tibet was the lowest.The potential demand index showed a distribution law of a decrease from the east to the west.6.The coupling coordination degree of supply potential and potential demand of cultivated land reserve resources in China were basically in low level coupling level and poor coordination.According to the coupling coordination degree,the 31 provinces were divided into 9 different zones.7.Based on the analysis and summary of the current situation of the supply and demand of reserve resources of cultivated land in China,this paper put forward 5 policy recommendations including establishing a comprehensive evaluation mechanism,special planning for the development of reserve resources of cultivated land,setting up the development program,exploring the system of land supply.And,this paper puts forward the control policy suggestion including scale control,the development space control and the development intensity control.
