With the rapid development of country economy and earth observation technology of remote sensing,more and more departments propose a variety of remote sensing application requirements.But these requirements come from different departments,resulting in inconsistent definition and some correlation,so,it is impossible to apply them as the top design of earth observation system of remote sensing.To solve this problem it's necessary and of great importance to build structured and irrelevant application requirement.Based on the research above,the main contents of this paper are as follows:(1)Establishing the structured model of the earth observation application requirements on the basis of key words extraction algorithm.This model consists of three parts,namely requirement business,requirement indicator and requirement area.Using this model,the requirements can not only have uniform expressions,but also be analyzed furtherly.(2)Establishing the synthesizing strategy on the basis of decision rank tree and max-min distance algorithm.It takes fully into consideration the indicator dimension difference and overlarge range of the requirement indicator and eliminate the correlation by clustering analysis.(3)Putting forward the result evaluation method based on Precision and Recall.This method gives overall analysis to the synthesized requirements,which points the necessity and feasibility to gain system baselines.(4)Designing modeling module and synthesizing module of earth observation system.This has realize the acquisition of the top design of the earth observation system,which verifies the feasibility of the paper's method.On the basis of Visible and Infrared application requirements from different departments,the paper has achieved the flow of acquiring the top design of the earth observation system,which supports the reasonability of Space Infrastructure Project.
