Research On Renewable Resources Ind Ustry Developme Nt Strategy And Countermeasures Of Hunan Province

Renewable resources industry is an important component of circular economy,reduce,reuse,recycle are three main principles of the circular economy,these principles implemented in industries of clean production,remanufacturing and intravenous or arterial.Renewable resource industry is that recover,utilize and process the used disposable consumer good and the consumable what lost of economic,technology and natural life.And the industry has three calibers of "wide","medium"and "narrow".In this the is,the medium caliber is studied,that is renewable resource industry not only recover,utilize and process the used disposable consumer good and the consumable what lost of natural life(i.e."resource"),but also recover features of the consumable what lost of economic,technology life but still there are natural life(i.e."reuse").Based on the main problems and effects which are obtained by the regenerate resources industry development of whole province in the "Eleventh Five-Year" period,the general thoughts,main objectives,priorities and safeguard measures of regenerate resources industry development in Hunan in 2014-2020 are proposed.In Hunan,the type and total of renewable resources are increase,the recycling dot and infrastructure construction shape the scale,the business model of renewable resources enterprise is diversification,the deep processing capabilities of the enterprise continue to improve and show a trend of intensive development.But,there are some problems,such as inadequate understanding and propaganda,multipartite management,lacking policies and regulations and development planning.In this paper,the scientific development concept should be as the guideline of Hunan province.Combined energy conservation and environmental protection oriented with "two-oriented society" construction of Hunan province,the relationship between government and the market is handled correctly in order to better play the role of government and the decisive role of market.Around the general thinking of "focus,strengthen support,four integrated,collaborative innovation.steady progress",grabbing the five priority areas,highlighting the twelve key tasks,optimizing the layout of the seven to promote the capacity of remanufacturing and material recycling processing,perfect construction of platform and system of remanufacturing and renewable resource industry,push symbiosis and collaborative innovation of the industry chain and promote industrial development of the renewable resources in Hunan.
