With high-speed development of economy,and the trend of global economic structure switching from industrial economy to service-oriented economy,the service industry develops dramatically.Its position and function in the evolution of industrial structure get continuously enhanced.The development level of service industry has become important sign to evaluate area comprehensive competitiveness and the degree of modernization.To develop service industry is a must to promote upgrade industrial structure and transform economic model.Due to special historic and geographic reason,secondary industry,especially heavy industry dominates economy and has a high impact in Deyang.However,with transformation of economic structure,the proportion of tertiary industry grows.As important component of national economy,service industry become more and more important.The development of service industry is the basic trend of global economy evolution.Jingyang Dstrict of Deyang is located at the north of Chengdu Plain,the heart of high-tech industries district of Chengdu-Deyang-Mianyang.It is the center city and important growth pole of Chengdu-Chongqing economic zone,as well as political,economic,cultural center of Deyang.Moreover,it becomes the only municipality of Deyang at this condition.After the analysis of land resource and environment in this region,one can see that the limit of resource has a strong effect in economy.During “Twelve Five”,it in-depth implements “multi-point and multi-pole support” strategy of Sichuan Provincial Party committee and depends on “One Three Five Eight” strategy of City Deyang to further optimize service industry development mechanism.From 2010 to 2015,service industry has developed with accelerating speed and good balance.Its industrial status has elevated.Its industrialization level has grown up step by step.Its products has enriched continuously and its quality has improved significantly.Economic output of service industry has further expanded.And industrial structure has optimized.Competitiveness has improved.Jingyang District is a traditional heavy industry base and therefore has good foundation of industry development.The previous government has set industry development as the most important thing.Recent years,development of service industry has speed up significantly.So the government published several support and guide policies.However,there are still some problems such as weak developing foundation,small total scale,and irrational industrial structure.This paper describes development of economy and service industry in Jingyang District with large amount of data,and analyzes policies of Jingyang government for improving service industry.This paper explores development of service industry through the analysis of both single indicator and composite index and comprehensive economy status of Jingyang District to make the paper practically supported.This paper combines theory of service industry,and compares with surrounding districts,towns,and “top-ten towns” of Sichuan Provinces,to discusses how to bring into play the function of service industry,to develop service industry in this region,which is the important power to promote growth of economy,create job opportunity,optimize industrial structure,enlarge domestic demand and improve area competitiveness.The paper bring up with several strategies to optimize service industry progress to against gap to developed city area,shortages such as low level of outreach,poor industrial agglomeration.This paper takes experience from relatively developed area to explain the meaning of service industry for national economy and society development.And it also provides references for development of service industry in this area.
