A Study On Accurate Identification Of Poor Households At The Grassroots In Poverty Alleviation

Since the reform and opening up,our country after years of unremitting efforts,has made great achievements in the cause of rural poverty alleviation and development,the number of rural poor population decreased significantly,which solved the problem of survival and subsistence.China has accumulated a great deal of valuable experience in the process of helping the poor.However,it is not difficult to find in China's poverty alleviation experience learning and reflection,the base of rural poverty is not clear the problem always exists in the process of poverty alleviation.To this end,Xi Jinping,general secretary of the "precision poverty alleviation" thinking,aimed at identifying the real poor population,to help them.The new era of precise poverty in Guangdong province to carry out precise poverty alleviation in 2016,in the precise identification process was found to have critical poor households are classified as poor households,and some really poor people were excluded from the phenomenon,why difficult to achieve accurate identification work? With these questions,the author visited the city of Xingning in the town of S,2 relatively poor village,in the thorough understanding of the precise identification of poor households work situation,that is due to the existence of asymmetric information in the process of recognition,recognition in the process of policy flexibility,collusion and policy restrictions and other issues,leading to the recognition result is not accurate.This poor village cadres,the village team and S town poverty Alleviation Office of the behavior logic has great relationship,therefore,the author finally puts forward relevant countermeasures and suggestions.
