Agent Problem In Progress Of Taking Targeted Measure To Help Lift Themselves Out Of Poverty

In China,Poverty has a long history,the Chinese government has been committed to solving the poverty.It has implemented 526 million poor people out of poverty.Under the background of taking targeted measure to help lift themselves out of poverty,how to make the remaining 70 million poor people out of poverty to become rich became the focus of common concern.Its deeply poverty and difficultly poverty alleviation has brought unprecedented pressure to the government.Combined with the agent problem appeared in the process of poverty alleviation,such as B government adverse selection in the process of the poverty alleviation,villages' moral hazard,Interest game between the main body for poverty alleviation,the main body for poverty alleviation and the villagers has seriously affecting the poverty alleviation.Therefore,governments at all levels need to attach more importance to the agent problem,study and solve the agent problem in the process of poverty alleviation.To solve the remaining poverty,governments at all levels has taken more practices in poverty alleviation.However lack of scientific understanding and judgment about the agent problem in the process of poverty alleviation,and didn't put forward to effectively deal with the agent problem,leading the effect of accurate poverty alleviation is not ideal.In this paper,using the targeted poverty alleviation of B county in Shanxi Province as the starting point,basis on the theory of principal-agent theory,through analyzing evolution process of the poverty alleviation and combined with actual cases to point out the agent problems in the process of precision poverty alleviation.advocating by establishing effective incentive mechanism,cutting poverty levels,improving the information disclosure mechanism,and strengthening supervision mechanism,evaluation mechanism,and the mechanism of the third-party evaluation.To provide the reference to establish an effective poverty alleviation mechanism to all levels of government and even country.
