Case Analysis Of Reconstructing The Shantytown Of Chengdu Internal Combustion Engine Plant In Chenghua District

With the development of society and the constant acceleration of urban construction,people’s desire to improve the living environment has become increasingly strong.Many cities in China are inevitably facing the problem of planning and reforming shantytowns.The shanty town reconstruction project is a squatter settlement demolition and renovation project carried out by the government in order to effectively solve the housing difficulties of low-income families,improve and consummate urban functions,and optimize the allocation of land resources.It plays a role in improving the living conditions of the people and beautifying the urban environment.Chengdu launched " Northern Reform" Project in early 2012,the shanty town area of the Chengdu Internal Combustion Engine Plant in Chenghua District,as the largest single shanty town reconstruction project in Chengdu " Northern Reform",is scheduled to be dismantled in 2014.The project has been built for a long time,the infrastructure is backward,the people’s living conditions are poor,and the surrounding traffic is very inconvenient.The transformation is imminent.During the renovation of the shanty town area of the Chengdu Internal Combustion Engine Plant in Chenghua District,how the government resolves the complex interest appeals of the local people,solves the transformation problem of the shantytowns,and realizes the goal of mutual benefit between the two sides are a subject worthy of study and discussion by scholars.The Chenghua District Government drew on the successful experience of the case of simulation and demolition of Shuijingfang in Jinjiang District and Caojiaxiang’s selfrenovation case in Jinniu District,and adopted an effective transformation method combining government promotion,enterprise coordination,and the people’s selfimprovement committee in the transformation of shanty towns.The reform of the shanty town of the Chengdu Internal Combustion Engine Plant in Chenghua District was successfully completed,and the reconstruction of another shantytown in the “Northern Reform” of Chengdu was conquered.This paper adopts a combination of theoretical and practical research methods,and on the premise of reading,learning,summarizing,and reviewing relevant literature at home and abroad,analyzes and discusses urban regeneration theory and new public service theory,and carries out relevant concepts of shantytowns transformation.Definitions: From the aspects of the status quo,achievements,problems,and puzzles of China’s shantytowns reconstruction and typical analysis of shantytown reconstruction of the Chengdu Internal Combustion Engine Plant in Chenghua District,we discussed the progress of our government in accelerating the process of urbanization.The status quo of the shantytown reconstruction.At the same time,it demonstrates that the Chenghua District Government can promote the transformation of the shanty town area of the Chengdu Internal Combustion Engine Plant to be reproducible through the improvement of the shantytowns transformation process in the context of accelerating the process of urban urbanization.The paper described the case of the shantytown reconstruction of the Chengdu Internal Combustion Engine Plant in Chenghua District,and introduced the basic conditions of the shantytown reconstruction of the Chengdu Internal Combustion Engine Plant,the necessity and importance of the transformation,the implementation process of transformation,the main measures,and the main results achieved.Focused on the overall planning of the government to guide shantytowns transformation,integration of resources to promote shantytowns transformation,standardize the transformation and management of shanty towns to transform,form a transformation system to protect shantytowns and other aspects of the analysis of successful cases and key elements in the transformation of the mechanism.It is concluded that the government’s overall planning is the basis for the successful transformation of the shantytown area of the Chengdu Internal Combustion Engine Plant.The integration of the promotion and coordination of the three parties’ resources is an effective way for the successful transformation of the Chengdu Internal Combustion Engine Plant.Public participation and democratic supervision are the key to ensure the success of the transformation.The successful experience of the shantytown reconstruction of the Chengdu Internal Combustion Engine Plant in Chenghua District is bound to provide important theoretical and practical support for the transformation of shanty towns in Chengdu and even the whole country.
