The Research On Policy Evaluation Of Urban Shantytowns Transformation In Shanxi Province

Shanty towns transformation is an important livelihood project in our country,which is not just about the old house demolition and reconstruction,improve residents' living environment,but also to achieve the redistribution of social resources,letting more people enjoy the fruits of reforming and opening up,promoting social harmony and stability ? At the same time,shanty towns transformation actively promote the perfection of the social security system in our country.Shanty towns transformation policy is an important guide to shantytown reconstruction practice,which is the necessary condition to turn shantytowns into new housing areas.Shanxi Province is the heavy industry base which has a lot of resources in China.There are many State-owned heavy industrial enterprises and large coal mining enterprises,forming a large number of urbans hantytowns and coal shantytowns.In recent years,Shanxi Province has carried out large-scale shantytowns transformation,and made great achievements,but there are also some problems.Shantytowns transformationpolicyin Shanxi Province is evaluated by this article.First,the paper summarize the present situation and problems of the shanty towns transformation policy which analyzed practice and policy of shantytowns transformation in Shanxi Province.There are some problems of turning shantytowns into new housing areas in Shanxi Province,such as the inadequate public participation in policy making,the inefficiency of policy tools,single policy execution paradigm,the overlooking of policy evaluation,the confliction of policy object interests.Secondly,this paper build the shanty towns transformation policy evaluation index system through the analytic hierarchy process(ahp).Policy for the modification of the shanty towns in Shanxi Province were evaluated,and the final evaluation results are obtained by the fuzzy comprehensive evaluation method.The last,policy suggestions for the modification of the perfectingshanty towns in Shanxi Province are proposed on the basis of relevant experience at home and abroad for reference.
