Currently,China's economic development has entered a new normal,and its characteristics are growth dynamic transformation and rebalancing of economic structure.E-commerce as an economic activity based on informatization,has been widely penetrated into social life each domain.It is a new method for transformation of regional economic growth,expanding domestic demand,promoting consumption,promote industrial restructuring and upgrading,promote employment and the circulation modernization.Provides a new path for government to solve the weak foundation of agriculture,rural development lag,farmers' income difficulties.With the growing maturity of the rural e-commerce environment,China has ushered in a new stage of accelerating the development of rural e-commerce.However,the development of rural e-commerce in Yingkou is still in the preliminary stage,Yingkou urgently needs to formulate a complete rural e-commerce development strategy,scientific planning and integration of resources from the perspective of government,speed up the construction of a rural e-commerce industry system,promote the healthy development of rural economy.From the perspective of public management,this paper makes an in-depth analysis of rural e-commerce in Yingkou and explores feasible strategic planning.Firstly,this paper is defined the concept of rural e-commerce,trade object or trade subject in agriculture is included.Secondly,using the SWOT analysis as the main research methods,analysis of the internal and external environment,sorting out the opportunities,threats,advantages and disadvantages of Yingkou existing rural e-commerce development,make matrix analysis,select the WO torsional strategy,and the ST diversification strategy as the supplement.Thirdly,learn from the advanced experience at home and abroad,identify the guiding ideology and basic principles of the development strategy of rural e-commerce in Yingkou,and elaborate the development goals and development tasks.This paper argues that the development tasks include improve the rural e-commerce development policy system,improve the rural infrastructure construction,strengthen the training and introduction of talents,cultivation of agricultural products brand,optimize the rural logistics network system and increase promotion and publicity.Finally,from the four aspects of organization,policy,capital and talent,this paper puts forward the safeguard measures for the implementation of the development strategy of rural e-commerce in Yingkou.
