The existing of the rural surplus labor forces in Yingkou development zone impacts improving the agricultural developing ratio as well as increasing the income of peasants. Further more, it has been an important factor leading weak economic development in the rural even the city of Yingkou. And the stability of Yingkou society is affected directly by a mass of rural surplus labor forces. To resolve the transference of the rural surplus labor forces well, which is the premise and foundation of constructing the harmonious society, will profit the sustainable development of agriculture, the modernization process of Yingkou and the realization of common prosperity for all the residents.The transference of Yingkou's rural surplus labor forces is a long-term, complex and step-by-step process, and it should be implemented by various means comprehensively. The thesis reviews the history of the transference of Yingkou's rural surplus labor forces, demonstrates current situation and the problems of it and puts forward strategic advices.This thesis can be divided into six parts. Firstly, it reviews the theory of transference of rural surplus labor forces. It mainly analyzes the most famous theories. Secondly, it demonstrates the history and current situation of transference of Yingkou's rural surplus labor forces. The problem of transference of Yingkou's rural surplus labor forces is analyzed in the forth chapter. It introduces Yingkou's regional general situation, computes the number of Yingkou's rural surplus labor forces, shows the motivation analysis and effect analysis, and analyzes the problems and restricting factors. Then six strategic advices are summarized in the fifth chapter, like strategy of nonagricultural employment transference, strategy of organizing peasants into workers, strategy of expansion, strategy of pulling with public investment, strategy of modern agriculture absorption, and strategy of outputting labor forces. Last but not least, four main suggestions are proposed in the last chapter: enlarging agricultural employment, improving the transference of rural labor forces to cities positively, increasing the level of urbanization and carrying out family-planning continually and inhibiting the too quick population growth and alleviating population pressure.
