The resource-based city comprehensive carrying capacity was an important indicator to determine the development status,measure the level of sustainable development of resource-based city.It played an important role in guiding the scientific development of resource-based city,protecting China's energy security.The development of resource-based city has become a major problem at the strategic level in China.At present,our country continued to strengthen the support of sustainable development and transformation of resource-based city.It has invested in the establishment of a series of important energy reserve bases,in order to adjust the resource-based city development trend.Based on the real development needs of resource-based city,this paper did the evaluation and promotion path research of resource-based city comprehensive carrying capacity,which provided a theoretical reference for relevant departments,who formulated development plans of resource-based city.This paper has the theoretical value and practical significance to our society.Based on the analysis of the related concepts of resource-based city comprehensive carrying capacity,this paper did the research of resource-based city comprehensive carrying capacity.That research was guided by the theory of system science,the theory of city sustainable development,city ecosystem theory,the main function division theory.At the same time,it also integrated used the qualitative research methods and quantitative research methods to analyze resource-based city comprehensive carrying capacity in our country.The qualitative research methods includes literature analysis method,reasoning analysis method and system analysis method.The quantitative research methods includes mathematical statistics method,the variation coefficient method and gray correlation TOPSIS method.Firstly,this paper introduced the background and significance of resource-based city comprehensive carrying capacity research,combed the academic result about resource-based city comprehensive carrying capacity abroad and in China,designed the main research contents and technology road-maps of this paper.And also introduced the related concepts and theoretical basis of this research.Secondly,it analyzed the development situation of resource-based city comprehensive carrying capacity.And revealed the problems from the resources carrying capacity,environmental carrying capacity,economic capacity and social capacity of resource-based city comprehensive carrying capacity.And explored the key factors of resource-based city comprehensive carrying capacity from elastic and pressure aspects,structured the comprehensive function model based on pressure-elastic factors.Thirdly,this paper designed the evaluation index system of resource-based city comprehensive carrying capacity,which consists of 3 layers and 4 categories.Used the gray correlation TOPSIS method to construct the evaluation model and obstacle degree model of resource-based city comprehensive carrying capacity.Then,selected the typical resource-based city-Jiaozuo as demonstration city,and from 4 aspects to analyze the results of evaluation and obstacle degree described,such as the comprehensive carrying capacity index changes,classification capacity index changes,the main obstacle factors,classification index of obstacle factors and so on.Finally,designed the promotion path of resource-based city comprehensive carrying capacity from resources carrying capacity,environment carrying capacity,economic carrying capacity and social carrying capacity,in order to promote the sustainable development of resource-based city comprehensive carrying capacity in China.
