In recent years,with the sustainable development of national economy in China,small and micro enterprises(hereinafter to be referred as “SMEs”)have been growing continuously,which play a more important role in our country's social economy construction.SMEs are exerting their positive function in several aspects such as maintaining economic growth,expanding employment,stimulating innovation,thriving market etc.In the call of “mass entrepreneurship and innovation”,the government and regulators attach great importance to SMEs' development issues,successively promulgating many policy measures,guiding opinions and assessment methods.SMEs' financing environment has been improved obviously,but there's still much room for progress.The phenomenon that SMEs find it difficult and costly to obtain loan funds is still outstanding.The proportion of credit support that SMEs get from banking financial institutions is still small.As a financial business field that was once ignored by absolute majorities of domestic commercial banks for a long time,small and micro financial business now is putting forward many challenges and requires for commercial banks' present operation mode in business pattern,risk management,interest rate pricing,staff trainning,product innovation etc.Compared to the matural SMEs financial service mode abroad,many domestic commercial banks are still in the initial stage of exploration.Under this background,making a research on SMEs credit management is benefit for us to solve the realistic problems of domestic commercial banks' SMEs credit business,which also promote banking financial institutions to further optimize the allocation of credit resources,improve banks' small and micro financial mannagement level and service awareness,expand SMEs' financial service coverage and serve the entity economy better.On the basis of sorting SMEs credit management theoretical achievements at home and abroad,the author firstly uses questionnaires and sample survey to thoroughly understand the financing demand features of SMEs.Analyzing the specific actuality of SMEs credit management in Z Bank Chongqing Branch from the point view of empirical analysis.Sorting Z Bank's small and micro credit business development actuality from several aspects such as business data,department construction,industrial distribution,credit rating,Five-category classification,guarantee ways,overdue situation,sub-branches etc.Introducing Z Bank Chongqing Branch's performance in SMEs financial service of six mechanisms and four principles,SMEs credit management process,risk control measures and tools.Summarizing some experiences and lessons in management through deeply analyzing successful and failed cases of SMEs credit management.Sorting RAROC's application,indicators and evaluation standard in credit performance management.Secondly,based on the above status,the author sorts out that Z Bank Chongqing Branch's SMEs credit management mainly has the following problems: The business scale is relatively small and the industrial transformation is insufficient;the branch is lack of SMEs specialized institution;the approval efficiency is relatively slow;risk events frequently appear and default probability goes up;the work team's professional level,product innovation and application remains inadequate;the comprehensive income of SMEs loans is relatively low.In order to solve the above problems,the author makes a deep analysis of the reasons behind.Finally,according to the problems that exist in Z Bank Chongqing Branch's small and micro credit management,the author puts forward some optimal strategies from the visions below: Enhancing business transformation and mass marketing;establishing SMEs specialized institution;optimizing approval authority management and improving approval efficiency;intensifying the entire process of credit risk management,team building,SMEs financial service level,product research and promotion;improving RP linkage,cross selling and profit contribution.The innovation of this thesis is to analyze SMEs credit management practice of commercial banks' tier-one branches through qualitative and quantitative analysis.This thesis tries to put forward some optimal strategies from the visions of mechanism construction and entire process management,which can promote Z Bank's SMEs financial service level and meanwhile provide effective references for interbank SMEs credit business management activities.On the basis of summarizing the whole research of this subject,the author looks forward the future study trend and expects other scholars to make more researches from institutional perspective,through which can indicate the direction for commercial banks to further improve SMEs credit management.
