From 1992 to 2015,the number of abnormal flights in China's domestic airlines increased from 22499 to 214284,an increase of nearly 8.5 times,an average annual growth of 25.28%.In 2016,the airline plans to flight 2 million 353 thousand classes,abnormal flight class 538 thousand,of which small and medium Airlines plans to flight class 335 thousand,the normal implementation of flight class 244 thousand,the normal flight rate of only 72.7%.Passenger delay costs include: passenger service costs of the aircraft,the air waiting costs of the aircraft,ground holding cost and airport service fees;this calculation,in 2016 China's total flight delay cost is 2 billion100 million yuan,is expected in 2020 the total domestic flight delay cost will reach 7billion 600 million yuan.According to the China Airlines flight plan,lack of robustness in making the plan to fly yield,disposal and recovery process in the flight of backward,inconsistent and disposal of the disposal principles,target extensive disposal effect can be seen,China Airlines,mainly based on personal experience,and disposal the principle of flight emergency dispatch,the lack of scientific decision support system support in the management,the specific scheduling program is not perfect,because of the professional knowledge and work experience are different,so that different personnel of similar emergency disposal results are very different,in this case,we must optimize the scheme of Emergency Scheduling on each flight.In order to realize the maximization of the interests of airlines and passengers.Based on this situation,according to the current situation of emergency management of China Airlines flight scheduling and the existing problems,to further improve the management level,improve the airlines in emergencies emergency disposal capacity,reduce losses.Airline flights and flight should make recovery in two aspects: to improve the robustness of the flight plan on the one hand,to optimize theoperating environment for our country on the other hand,recovery strategy,realize the maximization of the interests of airlines and passengers.The research of this paper includes:The first chapter describes the background and significance of this topic,literature review at home and abroad,the research methods used in this paper.The second chapter expounds and characteristics of non normal flight,the non normal flight scheduling strategy is classified and summarized in detail review of the research on the non normal flight scheduling model,find the academic experience in the theory and practice support for this study.In the third chapter,we investigate the current situation of A company's flight scheduling,and discuss the problems of A company's abnormal flight scheduling.At the same time,we analyze the causes of the abnormal flight scheduling problem of A company.The fourth chapter,A flight recovery based on the perspective of A,according to the factors of flight scheduling,establish A flight recovery cost minimization model;based on the above analysis,the acceptable flight cost recovery based on the level,reduce the optimization objective function,increase the flight scheduling options,select the least affected by the flight plan as the optimization scheme.The model based on Arena is simulated and analyzed to prove the validity of the model.The fifth chapter,starting from the optimization strategy and the flight recovery cost minimization objective model supporting the A flight in the making of point of view,considering the flight schedule robustness and flight security system,to improve the robustness of the analysis of the A flight flight security measures and establish environmental system A's consideration.So as to play a role with the scheduling optimization model,and effectively maintain the normal operation of the flight.The sixth chapter summarizes the conclusions of this study,summarizes theshortcomings of this study and prospects the future research direction of this paper.
