With the deepening of reform and the advancement of urbanization,the demand forinfrastructure and public services is also increasing.Many local governments face severe challenges of a slowdown,such as economic growth and the revenue,with the accumulation of governmental debt risk.So it is too hard to rely on the traditional financing mode only for the public products.Therefore,PPP mode has gradually attracted the attention of our government.Especially stimulated by a series of policies at the national level,many local governments began to widely promote and apply the PPP mode.This paper using the relevant theories of public management,analyzes the present situation of PPP mode in Dalian city,discover the problems and the causes,draw lessons from the advanced experience.To promote PPP mode in Dalian,some practical suggestions are put forward for the government.This paper adopts the methods of literature research,social investigation and comparative analysis,and analyze Four areas of concern,the weak government's ability of promoting PPP mode,the slow progress of the project,the low enthusiasm of social capital and the weak relevant supporting.The government's function is not clear,the regulation is not perfect,the incentive policy is not significant and the supporting industry is not high,that cause the problems.Based on new public management theory,principal-agent theory,government regulation theory and the experience at home and abroad,the scheme of promoting PPP mode in Dalian city is built,which is divided into five stages — the identification,preparation,procurement,execution and transfer.At last,puts forward the measures for the local government of Dalian,just from the four aspects of role positioning,government regulation,incentive policy and supporting.
