The development of trade and business between China and Nepal has been more than 1,500 years old.The two countries have profound economic and cultural cooperation foundations,although China-Nepal border trade accounts for a small proportion of China's total foreign trade volume.However,the development of China-Nepal border trade has a great leading role in promoting the rapid economic and social development of the Tibet Autonomous Region.In recent years,the border trade between China and Nepal in the Tibet Autonomous Region has developed by leaps and bounds and has increasingly become a new growth pole for boosting Tibet's economic development.The development of border trade will directly affect the future direction of Tibet's foreign trade.A systematic and standardized border trade policy system is an important prerequisite for guaranteeing high-quality development of Tibet's border trade and even the overall economy.China-Nepal border trade policy in Tibet has evolved with the development phase of border trade.In order to promote the development of border trade,there are also many deficiencies.In the new era,the Party Central Committee put forward the "One Belt and One Road" strategic concept.In order to integrate Tibet with new opportunities for historical development,the regional government proposed to build Tibet into an important channelfor opening to South Asia,and at the same time,complete the construction of a well-to-do society.To achieve precise poverty alleviation in Tibet's border areas has also given Tibet a new historical mission to develop the border trade between China and Nigeria.At present,domestic studies on the "China-Nepal border trade relations" are still not comprehensive and in-depth.Most of them are more concerned about China-India,China-Pakistan,and China's overall trade relations with South Asia.There are few studies on Nepal as a single individual,and there are fewer systematic and complete analyses.Most studies on bilateral trade between China and Nepal are confined to one aspect.There are few comprehensive studies.This article combines the knowledge of traditional trade theories.Small-scale traditional trade analysis and research is the application of the traditional trade theory system.In the preliminary preparation of the dissertation,the author went to the Jilong Port of Tibet for field research and collected a large amount of data and literature on China-Nepal border trade.He witnessed the current situation of the border trade China-Nepal at the Jilong Port,and the port infrastructure needs to be improved.Nepal Commodities are deeply loved by local Tibetans and have a promising market.This article mainly uses system theory and political process theory analysis methods,taking the Jilong port of Tibet as the entry point,and analyzing the developmentof China-Nepal border trade in different historical periods.Including border trade scope,merchandise content,commodity structure,and total trade volume,the overall situation of China-Nepal border trade was sorted out.It focuses on the border trade policies in different historical periods,divides the border trade policies from the national level and the Tibet level,and classifies in detail the specific adaptation scope of the policies.Based on this,it summarizes the development characteristics of border trade policies in different phases.The existing problems,and thus,the proposed optimization of policies for the next step in the development of China-Nepal border trade,mainly related to the policy system of the border trade policies,policy orientation,policy objectives,and policy convergence.
