The Tibet Autonomous region is located at the forefront of the country’s opening to the southwest and is also the hub of the "Belt and Road" initiative for neighboring countries such as Nepal.In 2015,the National Development and Reform Commission,the Ministry of Foreign Affairs,The Ministry of Commerce jointly issued the "Vision and Action to promote the Construction of the Silk Road Economic Belt and the Maritime Silk Road in the 21 st Century",explicitly proposing "promoting border trade and tourism cultural cooperation between Tibet and Nepal";The General Administration of Customs launched the reform of customs clearance in 9 provinces and regions of the Silk Road Economic Belt,including Tibet,and 10 customs offices;the Ministry of Commerce and other 10 departments jointly issued the National layout Plan for Circulation Node cities(2015).Lhasa,the capital city of Tibet,and Xigaze,the second largest city,are listed as national and regional circulation node cities respectively.The sixth Tibet work Symposium of the Central Committee also clearly proposed that we should invigorate the trade and circulation industry and build Tibet into an important channel for our country to open up to South Asia.The new orientation and new requirement of the Central Committee is to link Tibet closely with the ’Belt and Road’ initiative of the state,which is of great significance to Tibet’s opening up to the outside world and to the development of an open economy,and also provides the most direct means for the development of Tibet.The most realistic major historical opportunity and clearer direction of development.In the process of promoting the opening of important channels to South Asia,Tibet must carry out the five links advocated by "Belt and Road",that is,"the connection of facilities,the mutual connection of the people,the smooth trade,the communication of policies,and the financing of funds." The implementation of the five links,especially the smooth flow of trade is bound to have an important link with financial support.As the core of modern economic development system,finance plays a very important role in cross-border economic cooperation.The upgrading of financial services will promote the optimal allocation of all kinds of economic resources in the region and will be more conducive to the promotion of cross-border cooperation projects.At present,the academic circles aim at various types of finance for Tibet to build a large channel in South Asia.The research of support system is less,mainly from the aspects of policy,industry,logistics and infrastructure construction.Therefore,the study on the financial support for the development of foreign trade in the construction of an important channel for the opening of South Asia in Tibet is of practical significance and urgency.This paper mainly studies the financial support for the development of foreign trade in Tibet.First of all,this paper makes a qualitative analysis from the current situation of the development of the financial industry of the Tibet Autonomous region,the present situation of the development of the foreign trade of the Tibet Autonomous region,the current situation of the financial support for the development of foreign trade in Tibet and the existing problems.Using the relevant time series data from 2006 to 2016,through econometrics principles,and based on the perspective of financial supply-side,this paper focuses on "reducing costs" and "making up the short board" to credit as the main component of financial supply.Empirical Analysis of three explanatory variables of interest rate cost and Financial Industry scaleFinally,some countermeasures and suggestions are put forward to solve the problems found in the financial support for the development of foreign trade in Tibet. |
