| The significance of the real estate registration is to "confirm and protect the rights and interests of the real estate and escort the market economy".In the practice of real estate registration,Government of Chengdu determined its principle of work as "being unified registration,stable and continuous,convenient and benefit to civilian." How to implement the principle of "being convenient and benefit to civilian" in the process of real estate registration? The solution is improving the level of works involved in the real estate registration in the aspects of organization and management,handling procedures,personnel quality and service quality.Among them,the real estate registration process is the top priority.It is directly related to the time spent by the civilian in the process of "application,acceptance,review,registration and issuing certification",to the efficiency of dealing with each real estate registration authority card,to the civilian’s evaluation of efficiency and service ability of the government.As one of the central cities of the country,Chengdu’s real estate development investment and building economy have been booming in recent years and brings a great challenge to the work of the real estate registration.After more than a year’s efforts,Chengdu Real Estate Registration Center established in November 2015 and fully realized Chengdu’s real estate ownership certificate "start the new-stop the old" work in November 2016.Chengdu has been basically achieved the "four unification" of registration organization,books,evidence and information.However,with the detailing and deepening of the real estate registration,the problems are gradually highlighted.Works of registration are occasionally being backlogged and overtime completed.To study the possibility of real estate registration process optimization,this paper carefully analyzed the real estate registration project of in land and housing in Chengdu urban area,by introducing related theories and literatures.At the same time,this paper puts forward some suggestions for improving the current registration process for the problems found during the investigation. |
