Guangzhou Young Entrepreneurs Development Pilot Program

At present,Chinese private-owned economy has become a significant component of promoting economic development,and the group of young entrepreneurs has been increasingly expanding in private-owned economy.So,how to guide and cultivate young entrepreneurs properly is not only a political issue,but also a social issue.From 2009,the functional departments of Chinese governments at different levels started adopting a series of major measures to boost the development of SMEs.Guangzhou,as the center of South China,has positively responded to this call.However,a period of time later,the effect was not obvious.Since 2013,Communist Youth League Guangzhou Committee worked with many government organs and units to implement “Guangzhou Youth Entrepreneur Development Pilot Program”(Hereinafter referred to as "the Pilot Program"),aiming to help,train and support excellent youth talents through the “Six-in-one” integrated service platform built by Guangzhou Government and guide young entrepreneurs in Guangzhou to establish the correct market values and enhance the comprehensive management level of enterprises.Thereby,the enterprises' core competitiveness and cohesion in market will be increased,which contributes to the new round of peaks.Guangzhou Pilot Program,as the government-enterprise communication platform and resource integration platform,has gone the 4-year development and operation history.Although it has accumulated some experience in management mode and service content,there is some space for improvement.Thus,the paper takes the project as the background to explore and research how to identify existing problems by assessing the implementation effect of the Pilot Program and puts forward feasible solutions.This paper carries out the questionnaire survey and in-depth interview to 217 young entrepreneurs and 10 Pilot Program workers of previous Guangzhou Pilot Programs.After a comprehensive evaluation of research data,it analyzes the current and existing questions from public governance theories and Schumpeter innovation theory,and proposes targeted suggestions and countermeasures.The paper has two major innovation points: first,domestic and foreign researches on policies concerning young entrepreneurs mainly take young entrepreneurs as the support and research object.This paper targets at the Pilot Program itself,i.e.,the specific implementation process of young entrepreneurs;second,the Pilot Program spans a period of time up to 4 years,which has accumulated a lot of research data.Therefore,an integrated research can be carried out.The analysis of rich first-hand survey data enables us to eliminate the impact of individual events on the analysis of influencing factors.Thus,the research result will be more authentic and valid.The research results of this paper would provide some support for the follow-up development of Pilot Program.Meanwhile,it is also hoped that a more real and comprehensive situation of Guangzhou young entrepreneurs would be learned by all walks of life and a reference on supporting young entrepreneurs for other provinces and cities would be provided.
