| Fighting against poverty has been a long-term problem that is perplexing the world.Since the 18 th National Congress of the Party,China,as a country with a large proportion of the worldundefineds poor,has achieved remarkable results in poverty alleviation.By the end of 2017,the number of poor people in our country has decreased to about 30 million,and by 2020,the rural population will be lifted out of poverty altogether.Taking Sandian poverty alleviation area of Xinzhou district of Wuhan as a sample,the author explores the deep-level problems in the area of precision poverty alleviation and precision poverty alleviation by field investigation,and puts forward some suggestions.The content of this paper is divided into six parts.The first part is the introduction,mainly introduces the background and significance of the topic,research ideas and methods,as well as innovation.The second part is literature review and theoretical basis.It introduces the connotation of poverty,the research trends of poverty at home and abroad,and the idea of Xi Jinping precision poverty alleviation.The third part introduces the international and domestic poverty reduction practices,through summing up the beneficial experiences of developed and developing countries in poverty reduction,from which we can get some enlightenment,and provide reference for our countryundefineds precision poverty alleviation work.The fourth part is a case study,taking Sandian District of Xinzhou District of Hubei Province as the research object,aiming at some problems exposed in the promotion of precision poverty alleviation.The fifth part puts forward countermeasures and suggestions for the problems and causes.The sixth part is the summary and research prospect of the full text.The main viewpoints and conclusions of this paper are as follows: first,the work of precision poverty alleviation is put forward in the light of Chinaundefineds national conditions,and it has the characteristics of the times and the implementability of a major strategic policy.In order to promote the work of precision poverty alleviation,we should establish a strong contingent of cadres.Break down the pattern of thinking,remove doubts,boldly innovate,and advance in a down-to-earth manner.Second,the work of precision poverty alleviation should focus on "helping the people",combine with the specific conditions of the poor people,optimize the means of helping them,and aim at different needs,and take measures to help the poor in industries,education,health,direct relief,and publicity and education.Helping the poor families to step out of the shadow of poverty and realize their own value.Third,the precision poverty relief work should be clear "poverty relief" and "poverty alleviation" two working lines,mainly with the township government where the poor households are located,with the help of help units to carry out all kinds of work.Through perfecting the mechanism,forcing responsibility,simplifying the process,and realizing the high efficiency and precision of poverty alleviation work.Fourth,it is necessary to give full play to the role of system constraints and mass supervision,and ensure that the resources for poverty alleviation are accurate and used in ideas so as to reduce the waste of national resources by means of regular reporting,first responsibility,publicity of the process,and comprehensive evaluation.Improve the efficiency of accurate poverty alleviation.Fifth,consider introducing professional teams to establish "pro-poor project incubators" to achieve project optimization,process monitoring,and effect tracking,until the project is confirmed to be capable of running independently on a continuous basis.Regulatory authority is then transferred from the incubator to the local government.Sixth,the results of accurate poverty reduction should be implemented for a long period of time,and a clear time frame should be defined to ensure the consolidation of poverty alleviation achievements. |
