Research On Upgrading And Modifying Of Operation Process In Chi Wan Port's Old Silo System

It is an important issue of port enterprises in the long-term development that to upgrade the old grain silos,improve the operation efficiency and enhance the market competitiveness.Chiwan grain silos was built in the middle 1990 s and has a history of 22 years till now,which belongs to one of the earliest silo systems built in the domestic.Its main purpose is to provide transit or short-term storage of imported soybeans,grain and other bulk food for approaching food processing enterprises.Due to the bottleneck in the flow of in-and-out storehouse of Chiwan port silo in the new competitive environment,which leads to the low operating efficiency,obstacle of business negotiations,even affecting the business expansion of Chiwan Port and overall upgrading of economic benefits.Based on this background,this paper takes the old silo system of Chiwan Port as the research object,and conducts a comprehensive analysis of the optimization and upgrade on inbound and outbound operation process of Chiwan Port.Firstly,the paper analyzes a large number of literatures in the industry and summarizes the views of domestic and foreign scholars which provides theoretical basis for the paper.Secondly,take process optimization and upgrade as the core issues of the study,ECRS and ECRSI are used to analyze each process and find out the key elements;benchmark analysis is used to compare the Chiwan port silo system with industry leaders.To investigate the upgrade and transformation experiences of advanced ports silos and find a reasonable path to optimize and upgrade the operation process of Chiwan silos system.Then,base on the above theoretical and benchmarking case analysis,combined with the successful experience of domestic and foreign silo system process upgrades,the paper makes comprehensive analysis on current major issues and root cause of Chiwan silos system and put forward the direction of improvement.Base on this,the paper makes proposal and detail measures for upgrading and transforming of Chiwan silos system through inbound and outbound.Finally,through a series of process transformations,internal management optimization,and full coverage of silos system in whole port which make the system operational efficiency become leading level in the industry in terms of inbound operation.For outbound operation,it cancels redundant equipments and makes full use of idle equipment that makes the warehouse handling process flexible and improves its operating efficiency.After the implementation of the transformation plan proposed in the paper,the operation cost of silos will be reduced,and the company's resources will be fully utilized.The improvement of operating efficiency will increase the confidence of customers in the operation ability which provides the basic guarantee for upgrade and transformation of entire Chiwan Port.As a practical exploration,its upgrade proposal and measures can give reference for other ports.
