The construction of oil and gas pipelines is usually involved in large investment,long distance of construction,large man-machine resource input and great sensibility to external factors,all of which bring around great challenges to the project management thereof.A tiny error on any process of the project management may generate butterfly impact on the achievement of schedule and cost target.Considering the fierce market competition of oil and gas pipeline construction industry,more strict requirements are put forward on the schedule and cost target management.Nevertheless,the schedule and cost managements of oil and gas pipeline construction projects in China have still maintained in an extensive mode for long time: the schedule management can neither timely reflect the real status of project progress,nor accurately tell the precise lead-or-lag duration of the project;schedule and cost control cannot be effectively integrated during construction period,such that the cost performance cannot be determined until final accounting of the project.Taking the application of earned value method(EVM)to X oil and gas long-distance pipeline project management as a researching object,the present paper proposes that EVM is an effective method to solve the problems caused by extensive-type schedule and cost management after studying the basic concept of EVM.Then combined with cases study,the problems such that traditional EVM gives false schedule judgment specially in the later stage of project,fails to show the true statues resulted by not distinguish the critical and non-critical paths in the analysis for entire project,and cannot show schedule deviation directly,are analyzed.Then improved EVMs such as EVM with critical path and Earned Schedule Method are proposed to overcome the disadvantages in traditional EVM.After that,the procedure of adopting improved EVM in X pipeline project and schedule-cost integrating monitoring methods such as statistical process control(SPC)chart,S curve,decision tree,are proposed and proved to be effective as per the actual application result in X long-distance pipeline project.At last,the principal factors impacting earned value of the project are analyzed through DEMATEL method and systematic solutions are also provided herein.The present paper devotes exploration and accumulation of experiences on schedule and cost integration management of oil and gas pipeline project,the research of effective construction cost control method on the premise that the project would be put into operation in due time,as well as the improvement of the integrated management between schedule and cost of oil and gas pipeline project in China.
