Research On Government Behavior Of Optimizing Innovation And Entrepreneurial Environment

As Chinese economic development has entered the new normal stage of the speed change,structure optimization and power conversion,in the face of the change of economic development situation,China has put forward the reform way of "mass innovation and People's entrepreneurship".In the process of promoting mass innovation and entrepreneurship,an innovative entrepreneurial environment in high quality plays a vital role in the innovation and entrepreneurial activities.Innovative entrepreneurial environment is not only the carrier of the development and growth of the innovative entrepreneurial activities,but also the cornerstone of developing new products,exploring the market.Obtaining the key to optimize the innovative entrepreneurial environment,then we can find a way to promote innovative entrepreneurial activities.Under the background of innovation-driven,how to optimize the innovation environment,give full play to the government function and promote the development of innovation and entrepreneurship are the current hot issues.This study focuses on the government behavior in the optimization of the innovative entrepreneurial environment,and through systematic analysis of the method,concludes the composition of the general elements of the innovative entrepreneurial environment,and builds the government to optimize the innovative entrepreneurial environment of the key behavior based on this.The framework of this paper is divided into seven chapters.Introduction focuses on the selection of the basis and research review.The second chapter is the basic concept and theoretical research,defining the concept of innovative entrepreneurial environment and government behavior,and probes into the theoretical support of this topic by government behavior theory,public governance theory,System science Theory and Institutional change theory.Chapter 3,the general part of this paper,clarifys the evolution of the role of the government from the perspective of environmental change.The second part is to optimize the innovation of entrepreneurial Government behavior analysis framework,from the aspects of the time and space of the government to optimize innovative entrepreneurial environment behavior structure and mechanism analysis.The following chapters are elaborated on the basis of the general framework of chapter 3.The chapter 4 is the first point--the research of incentive guiding behavior,is natural part of the government incentive behavior of the connotation of the demonstration,and then the "real" part of our government incentive guidance policy status and the impact of research,and analyzes the potential problems,puts forward optimization recommendations.The chapter 5 is the second point--the study of coordinated interaction behavior,mainly based on the theory of government coordination behavior to discuss the coordination and interaction between government and other subjects of innovation and entrepreneurship environment.Chapter 6 is the third point,mainly discussing the government supervision of normative acts,summing up the government supervision and standardization of behavior objectives,further clarifying the government norms of supervision of the relationship between the behaviors of the Government to make a useful supplement.The whole thesis adopts the general-partial-general way to discuss,each part adopts the layer-by-layer logic relation,and analyzes and demonstrates the data and cases according to the research object,so as to make the paper logically rigorous and demonstrate the norm.
