N gas production and operation area belongs to Petrochina Qinghai Oilfield Company.It was established over the years.The completion of gas production is the main assessment indicator and no broader and more comprehensive assessment indicators are covered in the daily and annual performance appraisal time.For an oil and gas production unit,there are many employees and complex job content,so such assessment methods have some practical problems.As the main body of daily production and operation area,to ensure good results of performance assessment is the basis for healthy and rapid development of the work area.Without a sound and effective operation area staff appraisal system,operation area can not effectively improve human resource management,but also can not be able to effectively enhance economic efficiency and operational efficiency,facing the new environmental of benefit development.To improve the operation area of staff performance evaluation methods to effectively guide employee behavior,gradually guide the work area employees’ attitude so that employees can be more competent work,and enhance the management level and operating conditions of gas production operation area,the article carried studies on KPI appraisal system building of N gas production operation area of Qinghai oilfield company.The present situation of performance assessment both at home and abroad is reviewed in this paper.Based on performance appraisal practice of N gas production and operation area,the problems are analyzed and the reasons for this phenomenon are found out.The main issues include:(1)assessment methods,while essentially complete,but the assessment detailed rules and regulations still need further refinement;(2)performance appraisal program is simple and superficial.Reasonableness of quantitative assessment scores need to be improved and strengthened;(3)the current assessment system still lags far behind the scientific performance appraisal system;(4)the performance appraisal feedback is inadequate.On this basis,KPI(Key Performance Indicators)for various positions is developed according to post responsibilities and KPI assessment method of each position is determined.Finally performance appraisal system formed based on the KPI(key performance indicators)of employees.In order to verify the scientificalness and reasonableness of the improved performance appraisal system,each post assessment is simulated according to the year-end assessment data of the year 2014 in the paper.It shows high coincidence rate between the simulated assessment data and the year-end assessment data of the year 2014,which indicates that improved KPI evaluation system can be better applied to the performance appraisal of N gas production operation area. |
