As global intellectual property protection becomes more stringent.,the impact of intellectual property protection on the commodity export sophistication has become research hotspot. How to arrange intellectual property protection system is an important strategy for a country's economy, products competitiveness and global status.for the sake of explaining the degree of influence and mechanism of action which intellectual property protection has on export sophistication,at the national level and industry level respectively, this paper probes the relationship between intellectual property protection and export sophistication at the global level, which provides policy recommendations for intellectual property policies in developed and developing countries. In this paper, the mechanism of intellectual property protection 's action on export sophistication is analyzed theoretically: intellectual property protection by incentive, protection, and configuration action affects the independent innovation,it can also through FDI spillover, international trade and technology introduction of spillover effects imitation innovation;in addition, the technology innovation can improve product technical level and productivity level directly to affect export sophistication, and can promote export and economic growth indirectly to affect sophistication.their relationship may be a linear relationship, may also be a nonlinear relationship, the influence of the former on the latter may be significant,or may not be significant.Based on 57 countries in 2005-2014 panel data, this paper selects the world competitiveness report released by the WEF index as actual indicators of the core explanatory variable Intellectual Property Rights, and five control variables are added to the empirical analysis: Foreign Direct Investment(stock),Average exposure to education years for citizens over15 years old,Research expenditure,Infrastructure and openness.Empirical analysis is divided into two steps: first,at the national level, the sample is divided into the world, developed countries and developing countries respectively in three groups of sample regression; Then, the analysis of 17 categories of industries in developed and developing countries was analyzed at the industry level. The empirical analysis process follows four processes: unit root test,co-integration analysis, static panel analysis and robustness analysis. The empirical results reveal that: in the overall level, with the intellectual property protection reinforcing, the developed countries and developing countries export sophistication respectively through the opposite change process, the former down after rising first, presents the inverted "U" type change process, the latter rise after falling first, presents the "U" type change process,in the world with the strengthening of intellectual property rights(ipr),export sophistication decline to a low level, and rises to a peak, continues to decline, finally presents the "S" type change process. The regression results of the industry level are more diversified, the "U" relationship, the inverted "U" relationship and the "S" relationship are alternated, and the significance is also variable. Finally, this paper comes up with targeted policy recommendations on account of the empirical consequence.
