Research On Patent Pledge Financing Mode And Supporting Policy Of Enterprise

Economic globalization and the rapid development of knowledge economy today,the patent has become a lighter asset,less fixed assets of small and medium enterprises(SMEs)important production factors and wealth source.The quantity and quality of the patent has become an important measure of the technological innovation of the enterprise and the comprehensive competitiveness of the enterprise market.Today,small and medium-sized enterprises in China's scientific and technological progress and economic restructuring and development play an increasingly important role,has become an important force in China's scientific and technological innovation,China's new economic growth engine.However,in the process of the development of SMEs enterprises by the objective conditions such as small-scale assets,credit accumulation time is short,the rating score is low and other factors,SMEs face financing difficulties,seriously restricting the development of SMEs.As a kind of intangible asset mortgage loan,patent pledge financing can effectively compensate the limitation of traditional financing mode as a product of modern finance and high technology.Local governments have achieved certain results according to their own economic development and the level of intellectual property development,have designed the patent pledge financing mode and formulated the patent pledge loan policy measures.In this context,this Thesis uses the literature research method,the field research method,the comparative research method and the causal analysis method,deeply analyzes the domestic patent right pledge financing practice patent right pledge loan mode and policy measures,and the relationship between the two;This paper studies the pledge financing work of patent right in Tianjin,and analyzes the advantages,disadvantages,problems and solutions of patent financing in Tianjin.Research shows that Tianjin in 2009 began to promote the patent pledge financing work,to 2013 the rapid development of 2013 after the development into the bottleneck period,slow growth,slow down.In this paper,combined with the practice of other provinces and cities,combined with the actual work of Tianjin,put forward to enhance the Tianjin SME patent pledge financing strategy for the Tianjin patent pledge financing model design and policy formulation to provide practical work recommendations,countermeasures.
