Study On The Effect Of County Economy's Classification Evaluation In Anhui Province

As a link between urban and rural areas in our country,the development of county economy has a bearing on the development of the entire national economy,and it bears the important task of building a moderately prosperous society.In the process of county economic development,it is inevitable that there will be some problems,such as the one-sided pursuit of rapid economic growth by government officials,ignoring the phenomenon of environmental protection,people's livelihood and welfare,resulting in waste of resources and environmental damage.The publication of the "National Main Function Zone Plan" has clearly defined the key development points for each major function zone.The purpose is to promote the coordinated development of the economy,the environment,and the society.This indicates the direction for the county's economic development.In order to implement the main functional area strategy,Anhui Province has implemented two county-level classification assessment programs.According to the main function of different county areas,each has a focus on performance evaluation.In order to understand how much the classification assessment has achieved the desired results,whether different types of counties have been developed with different priorities,and whether county development has achieved economic,ecological,and people's livelihood coordination,which requires an assessment of the effectiveness of the classification assessment.At the same time,the evaluation purpose is to find the problems existing in the assessment of county classifications in Anhui Province,and to propose the suggestions for optimizing the evaluation of county classification in Anhui Province,and to provide the basis for the scientific formulation of county assessment methods in the next step.This article analyzes the characteristics of different types of counties under the two classifications assessment of Anhui counties,compares the focus of different types of assessment indicators,combines the functional orientation of the main functional areas,and sums up the development goals of different types of counties under the two classification assessments.Restricted to the difficulty of obtaining county data,and mainly to evaluate the effect of classification assessment,the article did not fully follow the assessment indicators published by anhui province.According to the objectives of the appraisal,a different set of appraisal indicators are designed for different types of counties.A set of scientific evaluation index system is established.The appraisal model is established using the fuzzy mathematics theory and the counties are evaluated.Assess the effect of classification and draw the research conclusions: After the implementation of the first classification assessment,the quality of economic development in one type of county was improved and the effect was most significant;the second type of county focused on the development of industrialization and urbanization,ignoring the development of agriculture.The ecological environment of the three counties has been optimized,and the effect is most significant,but the task of ecological environmental protection is still arduous,and the service industry has not been well developed.After the implementation of the second classification assessment,one type of county accelerated the transformation of economic development mode,but the effect was not the most significant;the industrialization level of the second type of county was improved and the effect was most significant;the three types of county completed the task of ensuring agricultural development,and The levels of industrialization and urbanization have been greatly improved;the level of ecological environment in the four counties is the highest,and the ecological environment has been optimized,but the effect is not the most significant,and the service industry has developed rapidly.After the implementation of the two classification assessments,the overall ecological environment of the counties in Anhui Province has been optimized,and the people's livelihood has been improved,the purpose of county development has been achieved basically.In the process of effect evaluation,the article found that the division of individual counties was unreasonable,and reclassified the classification of Anhui counties.To solve the problems existing in the classification assessment,including unscientific assessment indicators,difficulties in generating long-term effective mechanisms,we made some suggestions for improving the classification assessment methods including scientifically improving the classification assessment index system,standardizing and improving the classification assessment methods,and establishing a classification assessment professional team,Comprehensively applying the results to the classification assessment,implementing relevant policies simultaneously.
