Due to the inflation and the rising oil prices,recently,China's coal storage in Central and East China are in an emergency,the electricity shortage may even spread to the whole China.If ultra-high voltage(UHV)could be built,we can establish western electricity basement nearby it which could transmit electricity to Central and East China in a low cost efficiently without any problem in such a long distance.Therefore,if the technology is safe,building UHV power grid will be necessary to relief the energy shortage in the Central and East China and it will also solve the problem of environmental pollution.At the end of 2004,State Grid formally took UHV as their core part of company's future strategy,and also established an program group for it.The feature of UHV is that could transmit electricity in longer distance,higher efficiency and lower cost.In this paper,it studies the feasibility of UHV and analysis the UHV operation in China and abroad,it also analysis the difference between UHV and Extra-high voltage(EHV),and summarize the ascendancy of UHV.The Life Cycle Cost(LCC)and the shadow price theory are quoted in this paper to recognize the compositions of UHV cost and socioeconomic performance.It also analysed the great social benefit which based on various benefit-related shadow price theory besides the return of electricity selling.The evaluation method includes making input-output benefit flow tables,LCC-based evaluation indices which are combined with the sensitivity analysis theory.Through the research and analysis,this paper about UHV puts forward the feasibility of the construction of UHV smart grid.By analysing the case of UHV program somewhere,the results of social benefit evaluation with the method that in traditional financial and LCC cost shown us the methods mentioned are doable.
